Himachal Congressed express grief over the death of 21 passengers

SHIMLA------Himachal Pardesh Congress Committee  today  expressed deep grief over the accident of a State Transport bus near Kadhar Ghat in Sunni Tehsil of Shimla district in which at least 21 passengers lost their lives and four suffered injuries, as per the latest reports received at State Headquarters. The injured reportedly have been referred to the Indira Gandhi Medical College and Hospital, Shimla. Deepak raj Sharma spokesman of the Party  has conveyed sympathy to the bereaved families and prayed for eternal peace to the departed souls.

Urmila Singh and Chief Minister Shri Virbhadra Singh have expressed deep grief over the accident of a State Transport bus near Kadhar Ghat in Sunni Tehsil of Shimla district today in which at least 21 passengers lost their lives and four suffered injuries, as per the latest reports received at State Headquarters. The injured have been referred to the Indira Gandhi Medical College and Hospital, Shimla.

The Governor has conveyed her sympathy to the bereaved families and prayed for eternal peace to the departed souls.

In his condolence message the Chief Minister has conveyed his sympathy with the grief stricken family members and prayed for peace to the departed souls. He also wished speedy recovery to the injured.

He directed the administration to provide immediate relief to the next of kin of the deceased and those injured in the accident.

He also directed the hospital administration to provide best treatment to the injured.

Transport Minister Shri G.S Bali has also expressed grief over the accident. He has ordered magisterial and technical enquiry in to the accident.

Himachal researcher's work on Newton's law gets appreciation

SHIMLA---A researcher from Himachal Pradesh has received appreciations from an international society of scientists for picking holes in Newton's law of motion.

"The historical narrative provided by you has raised some important issues," Robert E. Bradley, president of the Washington-based Euler Society, said in a letter this week to Ajay Sharma, assistant director (education) with the state government.

He asked 50-year-old Sharma to continue future research on the development of the formula Fma, the second law of motion.

"There were no second derivative and acceleration at time of Newton. So he could have not discovered mathematical form of second law of motion," said Bradley of Adelphi University.

During a conference organised by the Euler Society in Austin in Texas July 21-24, Sharma claimed that Newton did not discover the second law of motion.

The second law of motion is an equation which relates mass and acceleration.

The scientists agreed with Sharma's research and to support him the Euler Society issued a signed statement July 22, saying "the society offers its support to his work and appreciates his efforts in this area".

Sharma's 340-page book 'Beyond Newton and Archimedes' tries to prove that Newton did not discover the second law of motion.

"It is clear from the critical study of Newton's 'Principia', Book I, dated May 8, 1686. Nobody knows who has given Fma," says the book, priced $80 or Rs.5,200.

"The school level textbooks of 220 countries need to be re-structured, as coming generations have right to know the truth about law of motion," Sharma told .

The book says: Consider a boy is standing at distance of 10 metres from the wall. The boy holds a rubber ball and cloth ball in his hands.

Firstly, the boy throws rubber ball with force 2N (Newton) on the wall. The rubber ball after striking the wall rebounds to 10 metres. Thus, action and reaction are equal in this case.

Secondly, the boy throws cloth ball with an equal 2N force on the wall. The cloth ball rebounds to five metres. Thus action and reaction are not equal.

"Thus to every action there is opposite reaction but it may or may not be equal to action," says the 10th chapter of Sharma's book.

"The book was reviewed by experts of the Cambridge University for more than seven months before it sent for printing," said Sharma, who is working on the basic laws for the past 31 years.





Seminar on “Appointment of Judges, Accountability and Lawyers” was organized

SHIMLA-----A Seminar on "Appointment of Judges, Accountability and Lawyers" was organized by the Indian Association of Lawyers (HP Unit) in the High Court today. Justice G.S. Singhvi, Judge (Retired) Supreme Court of India was the Special Guest of Honour and the Seminar was presided over by Sh. Jitender Sharma, National President of the Indian Association of Lawyers.

In his address, Justice Singhvi said that the collegium system of appointment of Judges has so far worked satisfactorily and though some discrepancies have come to fore lately, the alternative may be worse. Therefore, it is imperative to delve upon all the pros and cons of the old and new system. He suggested appointment of Judicial Ombudsman for probe on allegations of misconduct on Supreme Court and High Court Judges or the persons who are being considered for the judgeship in the Supreme Court and High Court, who should complete inquiry within a specified time, on which decision should be taken by the President of India within specific time frame.  

Sh. R.S. Cheema, Sr. Advocate and former A.G., Punjab & Haryana High Court laid stress on transparent system that draws best talent, not on the basis of seniority, but their suitability for the post of Judges. He advocated the need for a National Judicial Service exam for appointment to the post of Judges. Mrs. Niloufer Bhagwat, Senior Advocate from Mumbai stressed on the need of independence of judiciary, while Sh. Jitender Sharma, National President of IAL said that the selection process of Supreme Court and High Court Judges should be open and the names being considered should be disclosed in public. He said that the selection process should have wider consultation process and should not be held in secretive manner. He said that consultation with Bar is very important to know the credentials of the person being considered for the post.

State Government committed for development of Jubbal-Kotkhai area

SHIMLA------Rs. 85 crore were being spent on construction, maintenance and metalling of roads in Jubbal-Kotkhai area during last one and a half years under Centrally sponsored and State Schemes. This was stated by Chief Parliamentary Secretary Shri Rohit Thakur while presiding over the concluding ceremony of Sports Meet held at Gram Panchayat Jhagtan in Jubbal area of Shimla district today.

Shri Thakur said that the State Government was laying special emphasis on maintenance of roads in the region. He said that 105 kms road length was metalled during the last one and half years whereas the previous Government during its five years of tenure metalled on 75 kms. road in Jubbal Kotkhai Vidhan Sabha constituency. He said that a vegetable market was being constructed at Anu in Jubbal Tehsil which would ensure remunerative prices to the farmers of their produce.

Chief Parliamentary Secretary said that Controlled Atmosphere (CA) stores would be constructed at Anu, Khara Pattar and Baghi. He said that work on 81 kms. Theog-Hatkoti-Rohru road would be completed in a stipulated time and Government would ensure quality work. He accused the previous Government of ignoring this road.  He said that the horticulturists of the area had to suffer loss of Rs. 700 crore during the year 2010 due to adverse road conditions in the area.

Shri Thakur said that Government was ensuring that the horticulturists do not face any hardship in transporting their produce to the markets during this apple season. He said that the State Government has taken a decision to introduce 22.5 kgs standard carton boxes for benefit of the apple growers. He said that the World Bank has approved Rs. 1000 crore in horticulture sector which would give new dimensions to development of horticulture sector in the State.

Chief Parliamentary Secretary said that Rs. 17 crore were sanctioned for irrigation and drinking water schemes in Jubbal-Kotkhai  area during the present tenure of the State Government whereas only Rs. 12 crore were sanctioned during previous Government for such schemes.

Mcleodganj-Chandigarh & Chamba-Shimla AC buses flagged off

SHIMLA--------Transport Minister Shri G.S. Bali today flagged off AC buses between Mcleodganj-Chandigarh and Chamba-Shimla from Kangra. He also announced that the State Transport would soon purchase 20 new Volvo and 50 AC buses for comfortable journey of the commuters.

Shri Bali said that the Board of Directors of Himachal Road Transport Corporation (HRTC) during its recent meeting had decided to ply AC buses on different routes for benefit of tourists and general public. He said that bus fare of AC buses would be 15 percent more than the ordinary buses due to greater consumption of diesel and higher taxes.

Transport Minister said that the HRTC has taken a decision to ply AC buses in addition to ordinary buses from district headquarters to State Capital and other prominent tourists and places of religious importance. He said that the new AC and Volvo buses being procured would also be plied on these routes. He said that district religious circuits would be developed for welfare of people of the State as well as tourists and better bus services would be introduced on these routes. He said that Volvo bus service was already plying between Shimla-Manali and Shimla-Dharamshala. He said that similar bus services would be introduced on other routes also.

Shri Bali said that HRTC has purchased 500 new buses for providing comfortable journey to the commuters. He said that 800 new buses would be provided to the State under Jawaharlal Nehru National Urban Renewal Mission. He said that all the bus stands in the State would be upgraded besides workshops of HRTC would be equipped with latest equipments.

HIMACHAL BUZZING WITH INDUSTRIAL ACTIVITIES

SHIMLA--------Industrialization plays a vital role in the economic development of a nation. In an agrarian economy like Himachal Pradesh, industry absorbs under-employed and un-employed workers of agricultural sector and thereby increases income of the community. Pollution-free and peaceful atmosphere, rich natural resources, un-interrupted power supply, sound infrastructure, attractive incentives and responsive administration are some of the major attractive inducements which make Himachal Pradesh, a favorite destination for the entrepreneurs.

To attract industrial investment, 'Industry by Invitation' has been the motto of the State Government and it is being proactively and assertively followed by organizing special investor's meets in different parts of the country. In addition, an 'Investment Promotion Cell' has been created in the Industries Department to drive new investments in the State. Apart from it, an 'Investor Advisory Council' has been set up under the Chairmanship of Chief Minister with representatives of industries, to create a platform for deliberation of policy issues for industrial development in the State.

State Level Single Window Clearance and Monitoring Authority has been established in the State which is according approval for setting up of new units within 90 days through a common application form. During the tenure of the present State Government, the Authority has approved 93 Projects, which includes 31 new and 68 proposals of substantial expansion of medium and large scale industrial enterprises involving investments worth Rs 6690.1 crore and employment potential of 8325 persons. In addition to this, 109 projects for setting up of new food processing enterprises, involving grant of Rs 6.89 crore have been approved under the National Mission of Food Processing Industries.

Industrial Projects approved by the State Level Single Window Clearance and Monitoring Committee are being issued approval under the Section 118 of the HP Tenancy and Land Reforms Act to purchase private land up to a specified limit immediately. This is saving the investor from cumbersome procedure of securing land for setting up industrial units in the State.

The State Government has reduced Electricity Duty applicable to industrial enterprises in case of Extra High Tension from 17 per cent to 15 percent, for existing medium and large industries from 15-17 per cent to 13 per cent, for new medium and large industries to electricity duty has been fixed at 5 per cent for first five years, for existing small scale industries from 9 to 7 per cent, for new small scale industries it has been fixed at 5 per cent for first five years. Going a step forward, only 2 per cent electricity duty would be charged for first five years from enterprise generating employment to 300 bonafide Himachalis.

Three State of the Art industrial areas are being developed in Una, Kangra and Solan districts. World class facilities would be provided in these industrial areas to the entrepreneurs for setting up their ventures. Land measuring 72-82-74 hectare has been transferred for developing industrial area at Kandrori in Kangra district by spending an amount of Rs 106 crore. Similarly, Rs. 112 crore would be spent on developing an industrial area at Pandoga in Una district. Industrial area is also being developed at Duttnagar in Shimla district.

A Tool Room is being set-up at Baddi with a cost of Rs 147 crore. Land measuring 100 bighas at Bhatoli-Kalan village has been provided for this. This would provide technological support and tooling facilities to micro, small and medium sector enterprises and also help in skill development and upgradation of unemployed youth. In order to facilitate the entrepreneurs, the Government has decided to charge 50 per cent stamp duty on sale deed or lease deed for setting up a new industry. Conversion of land use charges for the new industries has been reduced by 50 per cent from the existing rates under the Town and Country Planning Act and Rules.

A Food Park is being set up in Una district in private sector with the estimate cost of Rs 200 crore. A Spice Park with a cost of Rs 17 crore is being set up in Hamirpur district for which land has been transferred to Spice Board of India. A Common Facility Centre and Skill Development Centre are being constructed at an estimated cost of Rs 10.08 crore and Rs 1.55 crore respectively in Una district. With a view to boost export from the State, Inland Container Depot has been constructed at a cost of Rs 2.75 crore at Baddi, besides Baddi Trade Centre at a cost of Rs 10.81 crore.

The State Government is also maintaining close liaison with the Union Government to derive maximum benefits for the industries in the State.  Due to relentless efforts of the State Government, Capital Investment Subsidy at the rate of 15 per cent on value of plant and machinery subject to maximum of Rs 30 lakh to large enterprises and Rs 50 lakh to Micro, Small and Medium Sector for new industrial units and existing units on their substantial expansion commencing commercial production, has been extended till March, 2017. Freight Subsidy @ 75 per cent freight paid on transportation of raw material from outside the State and finished goods to other states from the factory side to nearest broad gauge designated railway head has also been extended till March, 2017.

These efforts of the State Government are bound to make Himachal a most favored destination of the investors, which in return would provide more and more job opportunities to the youth of the State, besides generate economic activities in the State.

CM stresses on adopting Digital Technology for nabbing criminals

SHIMLA----The Chief Minister while presiding over the 8th meeting of H.P. Forensic Science Development Board here today said that forensic science had become one of the most important areas of scientific study in the present era and the latest techniques and equipments were required to bring the criminals to book.

He said that the role of Forensic Science in the area of criminal prosecution has proved vital in bringing many criminals to justice who might have otherwise slipped, adding that many of the crimes committed would have gone unsolved and most definitely the criminals unpunished, in absence of latest digital technology.

Investigators can have confidence, if the evidence produced for an investigation or presentation in court is of the highest standard, he said, adding that, there was a need to strengthen the cyber forensic division too.

Chief Minister said that Forensic Department was playing an important role for detecting crime and stressed for full-fledged digital forensic divisions in the State to analyze digital evidences under one roof and provide timely inputs and forensic intelligence to the investigation agencies.

The Chief Minister stressed for adoption of Voice Identification and Digital Technology as more digital evidences were encountered in the investigations and said that it should be initially introduced in the Forensic Science Headquarters at Junga and thereafter in the Regional Centers situated at Dharamsala and Mandi.

Focus should be on training of officers and officials of Police, Judiciary, Prosecution, Health, State Forensic Laboratory and other concerned departments.

 The Board approved the setting up of Disaster Victim Identification Cell at State FSL and Regional Forensic Science labs.

Approval was given for two new specialties viz: Voice Identification Division and Digital Forensic division at State FSL, Junga. Besides the Board also approved creation of District Mobile Forensic Units (DMFU) and also gave its approval to the five year perspective plan as well as annual plan of Action for induction of forensics into investigations.

The Chief Minister said that he was well aware of the problem of shortage of Staff, the problems being faced by them and the infrastructure and other paraphernalia required for proper functioning of the department. He said that a proposal with regard to incentives to the staff and creation of the posts be moved as per the norms and assured that the matter would be looked into.  


Earlier, Director FSL Junga, Sh. Arun Sharma gave a power point presentation on the achievements of  FSLs in the State and detailed the Board about the milestones it has achieved.

 Advocate General, Sh. Shravan Dogra, Chief Secretary, Sh P. Mitra, Director General of Police, Sh Sanjay Kumar, Additional Director General of Police Sh. S.R.Ohja, Chief Forensic Scientist , Ministry of Home Affairs Sh. AK  Ganjoo, and other senior officers were present on the occasion.

 

High Court of H.P. has issued notice to the State Government and and MC shimla

SHIMLA------The High Court of H.P. has issued notice to the State Government and the Shimla Municipal Corporation on the mismanagement of traffic and unauthorized parking of vehicles in Shimla and directed them to come out with the long term vision plan on how they are going to regulate and manage traffic in Shimla, other District Head Quarters and tourist places.

            A Division Bench comprising the Chief Justice Mansoor Ahmad Mir and Justice Tarlok Singh Chauhan passed these orders on a petition filed by one Sh. Dharam Pal Thakur of Panthaghati, Shimla treating it as a Public Interest Litigation.

            The Court directed the State Govt. to file status report on the implementation of the Shimla Road Users and Pedestrians (Public Safety & Convenience) Act, 2007 and also to furnish the list of permits granted by the authorities for plying of vehicles on sealed and restricted roads.

            The Court also directed the authorities to furnish affidavit stating whether CCTV cameras have deployed and fixed at entry points and what is the mechanism in place to check and deter unnecessary vehicles on sealed and restricted roads, whether traffic police is manning the entry points to these roads and proper signals have been fixed, to report on proper usage of earmarked parking places and also on steps taken to prevent unauthorized parking.

            The petitioner has alleged in his petition that the authorities have failed to diligently perform their duties, leading to chaos and haphazardness, which has made day to day movement of residents and tourists very difficult. He alleged that the authorities are lax in implementation of Shimla Road Users Act, traffic Police deployment on sealed and restricted roads is insufficient Parking on such roads is not permitted but these have virtually become parking lots for the vehicles of high and mighty. Govt. vehicles are also running on sealed and restricted roads without permits and HRTC taxis are also plying on these routes with dangerous speed. Private ambulances with no patients can be seen playing on these roads without check.

            He alleged that neither is there any plan with the govt. nor there space and infrastructure to deal with increasing number of vehicles in Shimla City as there are only 32 notified taxi stands and 13 M.C. paid parking with total capacity of only 480 vehicles. Hence, unauthorized parking severely hampering the movement of traffic can be seen near hotels and offices on circular road, sanjauli, Chotta Shimla, Boileuganj, Kasumpati, BCS etc., but the most serious part is when such unauthorized parking is near IGMC, Kamla Nehru Hospital and Deen Dayal Upadhyay Hospital, due to which patients are feeling lot of inconvenience in reaching hospital.

            The Court has also directed the govt. to report steps to prevent unauthorized parking in around IGMC, Kamla Nehru Hospital and Deen Dayal Upadhyay Hospital and also on the policy prevalent for manning HRTC taxis on sealed and restricted roads. The Court also directed the Municipal Corporation to file status report indicating what steps it has taken till today and how the M.C. is managing parking of vehicles.



Education plays important role in empowering Nations: CM Urges for discipline in the Campus

SHIMLA-----Himachal Pradesh University celebrated its 45th Foundation Day here today. Smt Urmila Singh Governor was the Chief Guest and Sh Virbhadra Singh Chief Minister presided over the function.

While congratulating the Faculty and students of the Himachal Pradesh University on the occasion of its 45th Foundation Day, Chief Minister, Sh Virbhadra Singh said that such high learning centers play a pivotal role in development of the nation and shaping the career of its students besides empowering them with treasure house of vast knowledge towards a better tomorrow.

He said that the HPU has traversed a long journey of 45 years and has emerged as one of the pioneer institution in imparting quality education to the students, adding that it was a matter of pride that the HPU has been ranked at 22nd position out of 170 universities in a survey conducted by an independent agency throughout the country, adding that efforts should be to increase its ranking amongst first ten top universities in next five years.

There was no dearth of experience and dedication in the Faculty and other teaching and non–teaching staff and our University should excel in studies and research and create a better atmosphere rather than indulging in all sorts of violence. "All such anti social activities should be stopped and those indulging in violence should be dealt with strictly and strict action be taken against them. He said that such anti-social elements should be immediately expelled from the campus who disturbs the peace of the institution and hamper the studies."

 "I am determined to have discipline in all school, colleges and all educational institutions in the State and won't even tolerate teachers participating in Politics and necessary amendments, if necessary, would be made" said the Chief Minister.

The Job of teachers is not to indulge themselves in Politics and form a nexus with few miscreants. Such elements should be identified and strict action be taken by the University, he remarked "I won't allow any professional teacher to be part of student politics and will be liable to be dismissed from the Job" he said.

He said that keeping in view the future expansion of this institution, about 232 bighas of land has been identified for the same in the outskirts of the town.

 "Time has come when more private houses were setting up Universities in the State and rather, I except from them that they provide quality education to the youth and equip them with the latest trends and technologies in educational sector" said the Chief Minister.

He said that such institutions should create an atmosphere of academic and should maintain better educational standards so as to achieve new heights of

 

excellence. The Chief Minister said that two new Regional centers of HPU were coming up at Mandi and Una.

 "We have achieved 100% enrollment at Primary education level and efforts should be there to attain above 60 percent admissions/enrollment in Universities and other higher centers of education.

"My government was committed to impart education to the children of the State at their very door step and in last one and a half years of our regime as many as 650 schools were either opened/upgraded and 15 degree colleges were opened in the State" said he, adding that our Government was endeavoured to provide all facilities to the Girl Child.   He said that under Rajeev Gandhi Digital Vidyarthi Yojna 7500 net books will be provided to the meritorious students.

He said that the students who were successful in seeking admission in IIT, IIM or AIIMS, one time financial assistance amount of Rs. 75000 will be given to them to pursue their studies.

He said that he was well aware of the problems of the University and ensured that all the financial requirements of the University would be met accordingly and I will see that the University gets its adequate share.

While welcoming the Chief Minister and after honouring him on the occasion, Vice Chancellor, HPU, Prof. A.D.N Bajpai said that it was a matter of pride for the university to celebrate its foundation day with zeal and enthusiasm and expressed his gratitude to the Governor and the Chief Minister to spare their valuable time. He said that many academicians had been visiting the university and our professors have played a pivotal role in shaping the career of the students. Besides, the University has achieved many mile stones in other fields may it may be outdoor activities or games or other curricular activities.

 The Governor and the Chief Minister together released quarterly News Letter 'Himshikhar' Research Journals and Books on the occasion. He also honoured the meritorious students besides the faculty members and Non-teaching employees. They also released Special Cover of HPU issued by Postal Department.

Earlier the Chief Minister inaugurated newly constructed Two Storeyed Academic Staff College/Guest house constructed at a cost of Rs 1.22 crore in which RS 75 lakh was UGC Share and Rs 51.60 lakhs was contributed by Teachers Welfare Fund. He also inaugurated Pre-Examination Coaching Centre for SC/ST and OBC completed at a cost of Rs 1.11 crore which consists of 20 double bedded rooms.

Prof Mohan Jharta, Registrar proposed vote of thanks.

Prof TC Bhalla read the activity report of the University.

SHIMLA-----Himachal Pradesh University celebrated its 45th Foundation Day here today. Smt Urmila Singh Governor was the Chief Guest and Sh Virbhadra Singh Chief Minister presided over the function.

Congratulating the students, faculty members and staff of the University, Smt Urmila Singh underlined the importance of education. She said that education was the most powerful instrument to empower any society. She said that education develops progressive attitude in individuals besides equipping them with knowledge. However, the objective of educating individuals, achieves its real meaning, when they attain wisdom also in true sense, she added. She said that the values of patriotism, discipline, humanity etc should be inculcated in the students so that they grow up as sensitive and responsible human beings.

Governor said that ideal atmosphere should be provided to students in educational institutions so that the hidden potential of students could come to fore ensuring all round development of their personalities. Teachers had great responsibility in achieving this goal because they are considered as role models, she added. She said that teachers play an important role in nation building therefore must work with sincerity and dedication towards this task.

Smt Singh said that youth were the future architects of the nation and should come forward to play an active role in various awareness campaigns and for upliftment of under-privileged sections of the society. They should work for the betterment of the society by involving themselves in constructive activities, she said.

Both the Governor and the Chief Minister distributed awards to the best Teaching, Non-Teaching staff and researchers/scholars.

Amongst the Category of the Best Teacher Prof Girija Sharma and Prof Bhupinder Singh Marh were honoured on the occasion. Amongst the best researcher, the award was given to Prof Suarvecha Chauhan, In non teaching category Sh. Harbans Singh Karar  was adjudged best while Dr Vikas Sharma Computer Professional was given the Award Posthumously. Amongst the students who excelled in academics were Ms. Aanchal Verma,  B.Com  from Nalagrah, Ms Jaspreet Kaur  B.Sc. from Una and Ms Astha Badalia who was first in BA Final.

Sh Inder Dutt Lakhan Pal, Chief Parliamentary Secretary, Sh, Bambhar Thakur, MLA Sh Rajinder Singh Chauhan Pro-Vice Chancellor, HPU Prof Mohan Jharta, Registrar were also present on the occasion amongst the teaching faculty and the students.

New T.D Policy comes up as big relief to the people of Himachal

SHIMLA------To concede to the long-pending demand o the people of the Himachal Pardesh regarding relaxing the norms for Timber Distribution (T.D), the State government has amended the T.D Policy and simplified the procedure of timber distribution to benefit the stakeholders.

The earlier provisions of the policy were quite complicated and time consuming which were causing a lot of troubles to the general public. Under the earlier provisions, only few right holders were allotted the T.D which forced the government to formulate new rules in the public interest. The government invited the objections and suggestions before making the changes in the policy and accordingly the amended Rules were notified on 26 December, 2013 as Himachal Pradesh Forest (Timber Distribution to the Right Holders) Rules, 2013.

Now, the timber is being granted to the right holders who have their recorded rights in the concerned forest settlement reports for grant of timber for construction, repair and addition or alteration of residential house, cow sheds for bonafide domestic use. As per the new rules, no T.D will be made for ten years to the right holder who has sold trees yielding timber for construction of houses from his private land holding. In case the right holder has land holding which qualifies him for grant of timber at more than one place, he can be granted timber at both places but the rates of the trees will be doubled at the second place. The T.D is also not being granted in case where the land owner has purchased the land after obtaining permission from the government under section 118 of the Tenancy and Land Reforms Act, 1972.

Timber is only being granted to the head of the family as per the Panchayat records for the construction, repair and addition or alteration of house and cow shed to be used only for bonafide domestic purposes. The timber is not granted if trees for the purpose are not available silviculturally in the concerned forest however, trees can be given from other forests at 50 percent of market rate of trees, provided right holders of those forests have no objection. The provision has been made that right holders will continue to exercise rights other than for timber construction, repair and addition alteration as contained in forest settlement reports. It has also been ensured that the T.D rights will be subject to the active cooperation and participation of right holders in forest conservancy.

 If a right holder fails to perform his duties for apprehending offenders, extinguishing fire or commits any forest offence, his T.D will be

suspended for sixteen years. The T.D shall also be suspended for sixteen years in case the right holder will be found to have mis-utilized the the timber under these rules.

Earlier, there was provision to grant trees in converted form from the depots but now trees are being allotted in unconverted form. For construction of new house, up to 7 cubic meters standing volume is being granted instead of earlier provision of 3 cubic meters in converted form and for repair, addition or alteration up to 3 cubic meters standing volume is being granted which earlier was 1 cubic meter.  Trees are being given from salvage (fallen, dry standing) trees but if salvage trees are not available, then only silviculturally green trees will be given to the right holders.

The periodicity for grant of T.D has also been enhanced and for construction of new house it will be given once in fifteen years instead of thirty years and for repair work it will be given once in five years which earlier use to be given once in fifteen years. The sufferers of natural calamities, fire incidents will not be given timber distribution more than 7 cubic meters which is the maximum limit.

The timber granted has to be utilised by the right holder within a period of one year, however if he fails to do so, concerned Divisional Forest Officer can grant extension for their use based on the genuineness of the case.

Under the new rules, Rs. 500 per cubic meter standing volume is being charged for Deodar and Rs. 250 per cubic meter standing volume for other species. The right holders suffering from natural calamities will be given trees free of cost and the rates once fixed will be valid for five years.

Himachal High Court awarded a compensation of around Rs. 1 crore and 57 lacs

SHIMLA------- The High Court of H.P. is hearing the oldest of the cases under Motor Vehicle Act in order to clear the backlog of such cases. The Chief Justice Mansoor Ahmad Mir is hearing the appeals under Motor Vehicle Act every Friday in single bench.

            Today the Court of the Chief Justice decided 36 appeals arising out of the awards rendered by various Motor Accidents Claims Tribunals, pertaining to the years 2006 to 2014 and awarded a compensation of around Rs.  1 crore and 57 lacs.

CM lays foundation stone of Water Supply Scheme for Parwanoo

PARWANoo---Chief Minister Shri Virbhadra Singh on second day of his  visit to Solan district today inaugurated and performed Foundation stone laying ceremonies of projects worth Rs 24 crore. He laid foundation stone for augmentation of multipurpose Agriculture Produce Management block to be constructed with an outlay of Rs 10 crore at Parwanoo and also laid foundation stone of augmentation of Drinking Water Supply Scheme at Parwanoo under Urban Infrastructure Development Scheme for Small and Medium Towns to be constructed with an outlay of Rs. 7.27 crore. The scheme would benefit Parwanoo town.

Chief Minister also inaugurated Car parking at Parwanoo constructed at a cost of Rs. 48 lakh and will have parking facility for 70 small vehicles, besides laying foundation stone of Community Hall at Parwanoo to be completed at cost of Rs 32 Lakh. The Chief Minister also flagged off  Mudrika bus for industrial area around Parwanoo and two buses from Parwanoo to Bhojnagar. He inaugurated Agriculture Produce Marketing Yard completed at a cost of Rs 1.32 crore on outskirts of Parwanoo.

Chief Minister laid foundation stone of Science Block in Government Senior Secondary School, Bhojnagar to be completed with an estimated cost of Rs. 82.37 lakh. He also inaugurated Community Health Centre building Dharampur constructed at a cost of Rs. 1.21 crore.

Earlier, the Chief Minister while addressing a public meeting at Parwanoo announced Tipra Village to be taken out of TCP area and connecting it by a link road from sector-1 at Parwanoo.

He said that he was pleased to dedicate various development schemes to the residents of  Parwanoo and its suburbs. " I have received a complaint that the water rates being taken from the residents in Parwanoo were higher  and I assure that the residents of the town will now get the water on prevailing rates of IPH", said the Chief Minister.

He said that Parwanoo was a Gateway to the State and I promise that it would be developed as a big commercial centre in times to come and Government will take appropriate steps to give a face-lift to the town. He said that Parwanoo would be developed as a commercial township. He remarked that two more bore-wells would be set up in sector 4 and 5 in the town and sanctioned Rs 1.65 crore for Parwanoo--Naryal Road.

Referring to the APMC yard he inaugurated, the Chief Minister said that this will give an appropriate platform to the horticulturists and farmers of the State for storing and marketing their produce.

 

He said that Himachal Pradesh was heading towards becoming an Industrial hub  but it was a fact to be considered that  the Agriculture and Horticulture was and will, remain, the mainstay of the people of the State.

He said that such small yards would also be set up in rural areas of the State. He said that the farmers should grow more cash crops.  On an issue pertaining to apple cartons raised by the people at Parwanoo , the Chief Minister said that the use of corrugated cartons was environment friendly and people should accept the same and said that the vacant land around the yard would be given to the marketing committee for their use.

The Chief Minister was given a warm welcome on the way and he also listened to the grievances of the people en-route Parwanoo to Shimla.
