SHIMLA----The High Court of H.P. today summoned the Deputy Commissioner and the Superintendent of Police of Kangra District to be present in the Court on June 2 in the matter an old lady suffering from social insensitivity and official indifference to her plight, having been confined to a cowshed.
A Division Bench comprising Acting Chief Justice Mansoor Ahmad Mir and Justice Tarlok Singh Chauhan passed these orders on a petition taken up suo moto by the Court on a letter addressed to the Acting Chief Justice by Sarvjan Hit Manch, Jaisinghpur, District Kangra on the basis of a Hindi newspaper report.
As per the newspaper report, one Smt. Chanchala Devi (65) belonging to Nagrota Bagwan’s Gram panchayat Kharat is confined in a cowshed for the last two months. The woman has lost one arm in a fire accident. She has 3 daughters and a son. The daughter-in-law of the woman committed suicide and the son is in jail in the case. As there is no one to look after her, she has been confined to the cowshed. One Sh. Raghunath, Ward Member and a relative of the woman, was providing her food, who too is now showing inability to continue the arrangement due to his old age.
Meanwhile in another PIL before the same Bench, taken up suo moto by the Court on a letter addressed to the Chief Justice by one Smt. Rachna Gupta from Panthaghati, Shimla regarding red-tapism prevalent in govt. departments in giving the orphan children for adoption to willing couples, the High Court today directed the Deputy Commissioners of Hamirpur and Mandi Districts and the Chairman of Child Welfare Committee, Shimla to be present in the Court on June 3. The D.C.s of Hamirpur and Mandi and the Chairman, Child Welfare Committee had not submitted their replies to the Court in the matter despite the directions in the matter.
