Shimla--Smt. Rajwant Sandhu, Chief Secretary urged the Independent Power Producers and HIMURJA to adopt a pro-active approach and to work in close co-ordination to hasten the process of power production. She was addressing a Conference-cum-Interactive Workshop of Independent Power Producers and senior officers of the State Government organized by HIMURJA here today.
Smt. Rajwant Sandhu said that Independent Power Producers ( IPP) were equal partners in the development process and added that government is making all possible efforts to facilitate them by simplifying the codal formalities for sanctioning the projects. She said that Single Window Clearance and Monitoring Committees have been constituted not only at State but district levels also to ensure speedy clearances and for effective monitoring of implementation of Small Hydro Projects(SHP’s). She said that meetings of these committees should be held regularly for clearances, monitoring, grievances redressal and inter departmental coordination for expeditious disposal of NOCs.
Chief Secretary said that IPP’s should ensure providing 70% employment to Himachalis and submission of quarterly progress reports to Labour and Employment Department as well as HIMURJA. She said that State Transmission Utility i.e. HP Transmission Corporation Limited should ensure that evacuation system be in place in time for commissioning of the Small Hydro Power plants in various valley basins.
Chief Secretary urged the entrepreneurs to undertake developmental works in the project areas as a part of social responsibility. She said that active steps should be taken to formalize the types of developmental works, the community expected from the developers and which could be taken under Local Area Development (LADF) and added that power developers should ensure depositing of 1% of project cost under LADF within the stipulated time period.
Smt Sandhu directed the HIMURJA to ensure regular updating of database of the status of the projects so as to bring in transparency, which would enable the higher authorities to monitor the delays and take follow up action well in time.
Sh Ajay Mittal, Principal Secretary (Non-Conventional Energy Sources) urged the power producers to expedite the execution of power projects upto 5 MW. He said that 21 small hydro power projects ( upto 5 MW) generating a capacity of 66 MW would be commissioned this year. He said that HIMURJA had allotted 485 projects with a capacity of 1214 MW to Independent Power Producers and added that 35 projects of 138 MW have already started energy production. He said 27 projects of 105 MW and 24 projects of 93 MW capacities have been commissioned during 2009-10 and 2010-11 respectively.
Sh Harsh Mitter, CEO, HIMURJA welcomed the Chief Secretary and detailed about the objectives of the Conference.
Present among others were Shri Subhash Negi, Chairman HPSEB Ltd, Sh K. Sanjay Murthy, Director Energy, Shri A. K. Gulati, PCCF, Shri B.M. Sud, Director HIMURJA, Shri Arun Sharma, President, Himalayan Power Producers Association and office bearers of the Association.
