SHIMLA-----The High Court of H.P. today issued notice to the Chairman, State Transport Development and Road Safety Council
on the issue of adoption and improvement of vehicle safety norms for school transport vehicles.

A Division Bench comprising the Chief Justice V.Ramasubramanian and Justice Anoop Chitkara passed these orders on a petition filed by Ms.Poonam Gehlot. The petitioner had alleged in the petition that the child safety is the obligation of a welfare state as the implementation of motor vehicle laws and road safety of children was the sole responsibility of the State and State has repeatedly failed to do so due to non specific child safety measures in its state laws or policies, which calls in emergent need for comprehensive child safety laws in tandem with the central laws and rules and other circulars issued by various authorities, Departments and ministries. The petitioner has prayed to issue directions to appropriate authorities to draft a comprehensive child restrain system policy, to adopt and incorporate improved vehicle safety norms for school transport vehicles, by encouraging harmonization of relevant global standards and mechanisms to accelerate the uptake of new technologies, to issue necessary notifications directing all the educational institutions to adhere to the various guidelines issued by the Hon'ble Supreme Court in various judgments, circulars, notifications from various educational Boards, ministries etc.

The Court directed to list the matter after four weeks.
