Shimla----- Prem Kumar Dhumal, Chief Minister, unveiled the 15 feet high three tonnes weighing horse riding statue of the crusader of Freedom Movement of India, Queen of Jhansi, late Laxmi Bai, at Rani Jhansi Park, in the heart of the town in recognition of her contribution and mark of respect. The statue sculptured by Faqir Charan Parida of Haridwar and cost of the Statue is Rs. 26 lakh.

Speaking on the occasion Chief Minister said that the State Government would explore possibilities of raising memorial of freedom fighters from district Shimla in the park as a tribute to the great warriors who had laid down their lives to strengthen the Freedom Movement in the country. He said that the department of language and Culture was compiling data of the freedom fighters district wise to maintain their record at all district headquarters for the future generations to take inspiration from the sacrifice their ancestors had made to give momentum to the Freedom Movement in the country. He said that late Rani Laxmi Bai had led the revolt against foreign rulers over 150 years ago in the year 1857 and many rulers of erstwhile states joined her besides people from all walks of life to strengthen the movement. He said that it was under her leadership that spark of revolt spread in the entire nation. He said that the statue installed in the Park would keep future generations reminding of the great warrior Jhansi Ki Maharani Laxmi Bai and her acts of courage. He said that additionally light and sound system would also be incorporated to the other infrastructural facilities to high light the heritage park which was bound to give boost to heritage tourism.

Dhumal said that Himachal Pradesh was also known as Land of Warriors and State Government had extended due honour to the warriors who contributed significantly for the cause of the nation. He said that besides raising the statue of former Prime Minister of India, late Shri Lal Bahadur Shastri, statue of First Param Vir Chakara Awardee of Independent India, Major Som Nath Sharma, had been installed in the village he was born near Palampur, statue of Lt. Hari Singh installed at Chopal, as a mark of respect to the soldiers who brought Himachal pride.

Chief Minister also inaugurated the main gate to the park and honoured sculpture and other officials who contributed significantly towards the installation of the statue. He also released the folder brought out to mark the ceremony.

Smt. Manisha Nanda, Principal Secretary, Language and Culture, welcomed the Chief Minister, and said that another chapter had been added to the history of freedom movement with the erection of statue of Jhansi ki Rani in state capital.

Himachal Pradesh Cabinet in its Meeting held here today decided to amend Himachal Pradesh Land Preservation Rules, 1983 and Himachal Pradesh Forest Produce Transit (Land Routes) Rules, 1978, to denotify ‘Bamboo’ from the list of classification of the tree grown on private land by removing the prohibition or restriction on felling of the same and allow its regulation according to three year felling programme framed by concerned Divisional Forest Officer after obtaining approval from the Conservator of Forests concerned. It will go a long way in uplifting the financial aspects of the bamboo growing farmers. Poplar, Eucalyptus, Albizzia, Bahunia, Willow and Mulberry are already in the list of exemption.

It granted approval for filling up of 746 posts in Health and Family Welfare Department with a view to strengthen the health services and medical education network and included 416 posts of Female Health Workers, 53 Trained Midwives, 21 posts of Radiographers and 256 posts of Nurses on contract basis.

It approved constitution of Cabinet Sub-Committee under the Chairmanship of the Revenue Minister and consisting of Horticulture Minister, Health Minister and Transport Minister as its Members to examine and give their recommendations with regard to changes in Town and Country Planning Rules.

It approved authorization to Lok Mitra Kendras in the State to issue copies of ‘Jamabandi’ to the public on demand by charging Rs. 5 per page for issuing such copies. The common man will now have an alternation option to procure copy of ‘Jamabandi’ from Lok Mitra Kendras besides from the local Parwaris.

It granted approval to procure Bid Security Deposit in the shape of irrevocable Bank Guarantee in place of Demand Draft/Banker’s Cheque from the IPPs bidding for various HEPs in the State with a view to encourage greater participation as also in fulfillment of the demand raised by the bidders in this respect.

It decided to revert back to the old system of concessional travelling by State Police Personnel and Jail Department, of the rank of constable to inspector, in Himachal Pradesh Road Transport Corporation buses and enhanced the amount of recovery from existing Rs. 80 to Rs. 110 per month in lieu of the facility.

It decided in principle to rehabilitate 82 families of Nathpa village affected due to land slide at village Saak Kanda of district Kinnaur.

Cabinet granted approval to the amendment of the Private Universities (Regulation and Establishment) Bills in respect of Chitkara University, Eternal University, Baddi University of Engineering Sciences and Technology, Shoolini University of Biotechnology and Management Sciences, Manav University, Arni University and Indus International University established in Himachal Pradesh in the private sector thereby bringing about uniformity in regulatory provisions of all such private universities established in the State.

It approved leasing of 3-07-90 hectares of land in Mohal Gurpala, Mouja Bathu in tehsil Haroli of district Una for 99 years to construct Electrical Sub-Station, in favour of HP State Electricity Board Limited at a lump sum lease amount of Rs. 36,99,610 followed by a token lease money of Re. 1/- per month.

It also approved leasing out of 335.15 square meters of land in Up-Mohal Krishna Nagar in Shimla town for 25 years in favour of Shri Guru Singh Sabha, Shimla, on lump-sum lease amount of Rs. 35,18,848 followed by Re. 1/- per month as token lease money for rest of the lease period for construction of Community Centre and Car Parking.

It sanctioned creation of one post of Deputy Advocate General at Shimlaon tenure basis.

It approved regularization of 7 daily wagers fulfilling eligibility criteria against the posts of clerks and 3 daily wagers against the posts of peons who have completed combined eight years of service in the HP Agro Industries Packaging India Limited and in the Department of Health and Family Welfare.

It approved draft Himachal Pradesh Taxation (On Certain Goods carried by Road) Amendment Bill, 2010, The Himachal Pradesh Tax on Entry Goods into Local Area (Amendment) Bill, 2010, The Himachal Pradesh Passengers and Goods Taxation (Amendment) Bill, 2010 and Himachal Pradesh Pre-Emption Act-2010 for laying in the forthcoming Winter Session of HP Legislative Assembly at Tapovan, Dharamshala.

It approved deployment of dedicated Engineering Staff in the PWD Sub-Division for early completion of the construction work of the Jawahar Lal Nehru Government Engineering College, Sundernagar.

It granted permission for construction of Public Works Rest House at village Thachi in Bali Chowki Sub-Tehsil of district Mandi.

It approved Recruitment and Promotion Rules of the Superintendent Grade-II in the Himachal Pradesh Backward Commission.

H.N. Gandan Horticulture Minister of Arunachal Pradesh called on Narandra Bragta

Shimla----- H.N. Gandan Horticulture Minister of Arunachal Pradesh called on Narandra Bragta Horticulture Minister here today. Both the ministers discussed matters of common interest especially in the field of horticulture.
Bragta said that both Himachal and Arunachal Pradesh had similar topography and both states could learn from the experiences of each other. He said that both the states should cooperate in the field of Horticulture, Flower cultivation, Bee Keeping, Mushroom Cultivation, Tissue culture Techniques, Medicinal Plants and advanced horticulture practices.

Shri Bragta emphasised on the need of a common platform of all the north eastern and western Himalayan states so that the matters of mutual interest could be pursued vigorously with the Govt. of India.

Shri Bragta said that Himachal would provide all possible help to the state of Arunachal Pradesh in the field of horticulture and allied sectors and will also look forward to gain from the experiences of Arunachal Pradesh in this field.

H.N. Gandan expressed his desire to procure elite planting material & transfer of technical know-how in advanced nursery production techniques like tissue culture from Himachal Pradesh.
District Magistrates and other Law enforcing agencies to play a pro-active role for the elimination of bonded labour

Shimla----- Justice Shri B.C. Patel, Member of National Human Right Commission has asked the District Magistrates and other Law enforcing agencies to play a pro-active role for the elimination of bonded labour and child labour system in order to completely wipe out the exploitation of poor labour class and children.

He was addressing the District Magistrates, Additional District Magistrates, Sub Divisional Magistrates, Superintendents of Police, Chairpersons of Vigilance committees and Senior Officers of the Himachal Pradesh Government at the first ever Workshop on the elimination of bonded labour and child labour system here today.

Referring to the increasing incidents of exploitation including physical and mental torture of the labour class and child labour, Justice Shri Patel observed that all the District Collectors and Police were required to be more sensitive towards the problem of bonded labour which was assuming alarming proportion in India. He said that every human being in our country had the right and liberty under constitution to live with dignity and freedom. As such, menace of bonded labour and child labour system needed to be done away with completely.

He said that under the labour laws, every employer or business establishment was required to pay minimum wages to the labour class and it was the foremost duty of the law enforcing agencies that there was no violation on this account.

Justice Shri Patel maintained that human tendency was towards the accumulation of more and more wealth which ultimately had led to the exploitation of poor and under privileged. He said that the mega sports events like Asiad and Commonwealth games in India were witness to the fact that the out-sourcing of manpower during these events had led to the mass exploitation of the people, since they were engaged by the placement agencies.

Expressing concern over the superfluous inquiries being conducted by the investigating agencies in the illegal confinement of bounded labour by the employers, Justice Sh. Patel said that besides issuing certificates and monetary relief to the emancipated bonded labour, the State Governments should accord top priority for their rehabilitation. There were more than 20 welfare schemes being implemented by the State Governments with the help of Government of India in which the rehabilitation process could be taken care of. He asked the District Magistrates to enforce the provisions of Right to Education strictly and ensure that the children were seen in class-rooms instead of languishing in child labour. Referring to a few incidents of bonded labour in Himachal Pradesh during past decade, Justice Shri Patel said that role of investigating agencies had been found to be quite un-satisfactory because no penal action was initiated against the employers

Dr. L. Mishra, Special Rapporteur, National Human Right Commission in his introductory address observed that it was the primary duty of every citizen of our country to bring attitudinal changes in the people to make our society sensitive towards restoring the dignity of poor labourers and children. He said that if bonded labour and child labour did not enjoy freedom, they had no meaning of life. The efforts of law and enforcing agencies should be towards meeting out the justice to the poor and down-trodden, he added. He said that the practice of bonded labour and child labour could only be abolished by brining the employers to the book.

Smt. Harinder Hira, Additional Chief Secretary (Labour and Employment) in her welcome address said that the rights of the children were being implemented in Himachal Pradesh in the right earnest. The enrolment of children in schools was 99.4 % whereas the drop-out rate was only around 1%.

Proposing vote of thanks, Shri J.P. Singh, Labour Commissioner said that the workshop would go a long way to motivate educate and sensitize the Magistrates and other officers for the elimination of the cases of bonded and child labour system. He said that the State Government would plan and organize training and orientation workshops for this purpose. He asked the Magistrates to perform their duties in this sensitive issue diligently and remain vigilant about the problem of bonded and child labour.
D.S. Minahs, Director General of Police, Shri S.R. Mardhi, Additional Director General of Police, Senior Officers including Principal Secretaries also participated in the interactive deliberations during the workshop.
