SHIMLA---The success and failure of a nation depends on the depth of civic sense and regard towards the fundamental duties of its citizens. These views were expressed by Mr. Justice Kurian Joseph, Chief Justice of Himachal Pradesh High Court while addressing the 'Public Colloquium on Fundamental Duties' organised by Himachal Pradesh State Legal Services Authority in association with Shimla Chapter of Public Relations Society of India and SEWA Trust here today.
Mr. Justice Joseph said that each and every citizen of the country should understand that fundamental rights have been provided to them at the cost of some fundamental duties thus it become their duty to abide by them. He said that National Anthem was not a mere a musical composition but it was a melodious composition that evokes and eulogizes the history and tradition of Indian rich culture and struggle of the people to attain freedom. He said that it becomes our moral duty to respect the National Anthem.
Chief Justice said that secularism was not to support anti religion but it was to ensure non discrimination on the ground of religion and beliefs. He said that awareness of law and duty towards our Nation was essential for progress of the country. He said that ignorance of duties would force the nation to slip into primitive world. He said that originally when the Constitution of India was framed in the year 1949, there was no enumeration of fundamental duties. He said that the same were incorporated in 1976 by inserting Article 51-A.
Mr. Justice Kurian Joseph said that awareness regarding fundamental duties was need of the hour and there was need of change of mindset. He said that it necessarily follows that teaching a person about civic sense involves teaching him about civic responsibilities. He said that similar Public Colloquium would be held on each third Saturday of every month to educate the people regarding our fundamental duties except January and February next being holidays in educational linstitutions. He said that one should respect the ideals and duties and cherish the same for progress of the Nation.
Mr. Justice R.B. Misra, Judge of Himachal Pradesh High Court and Chairman, Himachal Pradesh Legal Service Authority in his keynote address dwelt in length on the ideals of Constitution. He said that the greatest virtue of Indian society was that it teaches us unity in diversity. He said that our Constitution provides us equal opportunities to progress and prosperous. He said that the students should acquire knowledge regarding their great nation and feel a sense of pride towards our history. He said that without any deviation we all have to work together to make this country a strong and vibrant nation.
Dr. D.S. Manhas, Director General of Police while expressing his views on National Flag said that it was fundamental duty of each citizen of the country to respect our Tricolour. He said that the wheel in the Flag symbolises the progress and prosperity whereas saffron colour stands for courage. He said that the white colour depicts purity and truthfulness whereas green colour stands for prosperity. He said that thousands of people laid down their lives for upholding the dignity of the flag therefore the National Flag should have a special place in our hearts.
Dr. Meenakashi Faith Paul, Lecturer, Himachal Pradesh University said that it was essential that one should derive pride by abiding the fundamental duties. She said that National Anthem was a lyrical patriotic composition that inculcates in us spirit of nationalism. She said that in fact National Anthem was the soul of the Nation.
Shri Rakesh Kanwar, President, SEWA Trust while welcoming the participants said that each should feel proud in serving the nation by way of abiding by the fundamental duties. He said that the youth of the country should cherish the hard earned freedom by honouring the institution of the Constitution.
Prof. Vepa Rao, Patron in Chief, SEWA Trust expressed his views on various aspects of fundamental duties.
