Shimla, HP | October 01: On the momentous occasion of BSNL's Silver Jubilee celebrations, Sh. Charan Singh, Chief General Manager, BSNL HP Telecom Circle, briefed the media, highlighting BSNL's achievements, financial revival, and roadmap for future growth. He emphasized that BSNL's Silver Jubilee is a celebration of resilience, national service, and renewed momentum with indigenous technology.
Financial Performance:
BSNL posted two consecutive quarterly profits for the first time in almost 18 years—₹262 Cr Q3 FY25 and ₹280 Cr Q4 FY25—adding more than 1 Cr. 4G subscribers and improving its ARPU - alongside a sharp improvement in FY25 EBITDA. These gains, driven by cost discipline, 4G expansion, asset monetization, and stronger enterprise/FTTH lines, underscore that BSNL is not just turning around, but emerging stronger.
HP Circle has achieved revenue growth of 25 % from Rs. 260 Cr. in 2023-24 to Rs. 325 Cr. in 2024-25. During Q1 (2025-26) the revenue growth of 27 % has been achieved compared to Q1 (2024-25) from 63 Cr to 80 Cr in HP.
Mobile Services:
The BSNL has commissioned 1912 Towers of 4G in Himachal Pradesh, including 532 DBN-funded 4G Towers in rural and remote areas of the state ensuring reliable and high-speed 4G connectivity. These DBN funded sites provide 4G coverage to 881 unconnected remote villages and Tribal areas of Lahaul & Spiti, Kinnaur, Pangi, Bharmour, Tissa areas of Himachal Pradesh.
As on date, BSNL HP has 1202 Nos of 2G BTS, 806 Nos of 3G Nodes and 1912 4G e-Node Bs. BSNL has more than 17 lakh mobile customers in HP and about 3 lakh new mobile customers were added during the last one year.
FTTH Services:
On the FTTH front, BSNL HP has reached 80,810 total connections as of August 2025, with gross additions of 9270 connections upto Sept 2025. This growth reflects the increasing trust of households, businesses, and institutions in BSNL's reliable high-speed broadband services. BSNL FTTH offers speeds up to 300 Mbps with affordable bundled voice and data plans, ensuring both performance and value.
The service footprint now extends to every district of Himachal Pradesh, covering urban, semi-urban, and remote rural areas. More than 250 Local Cable Operators and FTTH partners are actively associated with BSNL HP, enabling last-mile connectivity even in far-flung regions. This strong partner ecosystem is ensuring that Digital India goals are realized across the state by bridging the digital divide.
Enterprise Business:
As on 01.09.2025, BSNL HP is managing 5790 Leased Circuits (LCs). In FY 25-26 up to Sep-25, 602 new LCs were provided against 269 in the same period last year—reflecting 124% growth. Enterprise revenue from LCs has also doubled, with ₹10.49 Cr achieved up to Sep-25 compared to ₹4.76 Cr last year (120% growth).
Major clients include HPSEBL, HPGB, KCCB, SBI, PNB, Canara Bank, UCO Bank, DOP and DDTG. BSNL HP has also provided nearly 100 satellite phones with Inmarsat stations to State Disaster Management Authority, Hydro Projects and other agencies—proving crucial in disaster relief and management across Himachal Pradesh.
BharatNet – Amended BharatNet Programme (ABP):
Funded by the Digital Bharat Nidhi, ABP is a next-generation upgrade of BharatNet. For Himachal Pradesh, a total outlay of ₹2,450 Cr has been earmarked, with implementation by ITI Ltd. The program will connect all 3,615 Gram Panchayats and ~15,500 non-GP villages by 2027 through advanced OFC ring architecture, IP-MPLS routers at block/GP level, remote fibre monitoring and reliable power backup systems.
This will transform digital access for government institutions, households, schools, health centres, police stations and private enterprises, ensuring equitable growth across the state. Sh. Charan Singh, Chief General Manager, BSNL HP Telecom Circle highlighted 25-Year Journey of BSNL:
- 2000: BSNL corporatized (1 Oct 2000), inheriting DoT's nationwide operations and universal-service mandate.

- 2008–09: India's first 3G launches (MTNL; BSNL follows quickly).
- 2013: Closure of telegram services, marking end of an era.
- 2017 onwards: Revival packages announced by Government of India to strengthen BSNL.
- 2019: First Cabinet revival package (VRS, spectrum, balance-sheet support).
- 2022: BBNL merger with BSNL approved.
- 2023: ₹89,047 Cr augmentation (spectrum/capex).
- 2025: Indigenous 4G scales; 18,685-site add-on; back-to-back quarterly profits.
