CAIT CALLS FOR PILOT OF 24 HOUR SHOPPING LAW

SHIMLA------The Confederation of All India Traders (CAIT) while appreciating the spirit of the Government in taking a cabinet decision today to allow round the clock working hours of the shops and other business establishments said that such a decision is bound to pose several threats to the trading community. The CAIT has suggested that before implementing the decision by the States, a pilot project in any one bigger market of any city may be conducted for its impact assessment. The CAIT also said that a study must be done to understand the quantum of increase in footfall in markets if shops are open in the night viz-a-viz establishment expenses. It further said that perhaps the decision of the Supreme  Court not allowing any activity beyond 11pm in night might have escaped attention of the Authorities which have prepared the law.

 

CAIT National President Mr. B.C.Bhartia & Mr. Praveen Khandelwal in a joint statement released here today said that the decision to allow business establishments to remain 24x7 will have far reaching consequences in terms of law & order, environment, health, social and family issues.

 

They said that even in the day working hours, the law & order situation is not so good. What will happen when shops & other business establishments will open throughout the night?  Will the law enforcing agencies be able to provide enough security to markets? It is a well-known fact that both life & property is at stake especially if shops are open in night.

 

Both Mr. Bhartia & Mr. Khandelwal said that asking labor to do work for round the clock is another problem. The existing format of small businesses does not allow them to arrange different shifts of the labor and if it is so, it will bring more extra financial burden on the traders. They further said it may also have adverse effect on health of people since round the clock working is against the basic fundamentals of health.

 

The trade leaders further said that round the clock working will pose certain environment challenges since the heat of the day supposed to cool down in night but glamorous lighting in night hours will continue to generate heat which can be a threat to environment. They also said that such a decision will greatly affect family and social life of not only the traders but even other persons working with business establishments.

Both Mr. Bhartia & Mr. Khandelwal said that the law is optional at the end of States. It will be in fitness of things if a pilot project is conducted in one market of any city in respective states to assess the issues raised by the CAIT. Such an impact assessment will judge the validity of the model law.

 

The CAIT also said that there is natural difference in Western Countries and our country. We are fortunate to have days and night in equal ration and do have different seasons whereas in Western Countries, the sun lights or darkness prevails for months together. They don't have natural days and nights and therefore they are forced to keep shops open round the clock.
