SHIMLA----Himachal Pradesh Medical Officer's Association request the Hon'ble Chief Minister that the HPHS (in service GDO) group which is clubbed up into single merit list  for 2016 may be kept as it was in the past. The HPHS (in service GDO) group who had been given 66.6% seats as state quota was sub grouped in two groups up to 2015 (2014-15), one group consist of regular GDO who qualified Commission and second group consist of Contractual and RKS appointees. The ration was 3:1 upto 2015, but during 2016 (2015-16) the prospectus had clubbed the groups into one and debarring those regular GDO who had served in hard area in the past. Govt had already reduced the mandatory service periods of one year in all categories giving opportunity to the contractual/RKS appointees.  If the merit is clubbed into one it will be benefiting the contractual/RKS appointees and debarring the regular GDO's. So the contractual/RKS appointees are getting the double benefit and hampering the rights of regular GDO's.

Although the members of Association had already requested the Govt. to amend the cabinet decision taken on dated 30-01-2013 regarding   policy of for admission in Postgraduate Degree/Diploma in all Govt. and Private Medical  and Dental Colleges of the State which had decreased the in service quota from 90% to 66.6%. It should be kept in a ratio of 80:20 so that the regular GDO can get the benefit along with  contractual/RKS appointees.
