Bijender SharmaShimla- Prem Kumar Dhumal, Chief Minister, said that the Civil Servants of 21st Century had to be not only a regulator but a facilitator with high degree of sensitivity to the needs and aspirations of the people. He was speaking on the Inaugural session of a three-day long Standing Committee Meeting of the National Conference of State Public Service Commissions organised by the State Public Service Commission at Fairlawns here today.
Chief Minister said that Public Service Commissions had been bestowed with the responsibility of providing the Governments best of the candidates in field specific who were capable of delivering the goods to serve the people. He said that the recruitment of suitable candidate with cognitive skills, analytical in terms of assimilative skills and flexibility and adjustability in terms of disposition and temperament. He said that Good Governance was must for the successful functioning of any Government and an organization. He said that the developed countries had progressed because of the efficient and best professional services by its public servants who had been playing pivotal role in policy and programme formulation for implementation at the grass root level. He said that an enlightened society was the essence of eternal business and Right to Information was there to stay. He said that it had empowered citizens by giving them extensive access to information with minimum exemption. He said that in such context initiatives by the Public Service Commissions were all the more essential in the interest of integrity and transparency.
Prof. Dhumal said that the Public Service Commissions could feel satisfied with the selection of best deserving candidates by upholding merit and no complaints in the procedure adopted. He said that credibility of Public Service Commission depended upon integrity, efficiency and honesty of the purpose. He said that it was the joint responsibility of the individual and the Commission to maintain high standard which the Constitution framers had expected of them all. He said that the conference would be deliberating threadbare over the methods of recruitment, personnel policies and conduct of examinations, modalities of interviews and tests and technical issues such as computerization, RTI Act etc. He welcomed the delegates drawn from different States of the country to Himachal Pradesh and hoped that the deliberations would be fruitful and usher into reforms to make functioning of the Commissions more transparent and objective so that best services were rendered to the country.Major General (Retd.) C.M. Sharma, Chairman, Himachal Pradesh Public Service Commission, welcomed the Chief Minister and Members of the Standing Committee and gave an overview of the State in respect of its history and the developmental milestones established after emerging the independent State of the Union of India.
Dr. Y. Venkatarami Reddy, Chairman, Standing Committee, proposed vote of thanks and thanked the Government of Himachal Pradesh for hosting the National Conference at Shimla. He said that there were so many vital issues which needed to be deliberated upon threadbare effective functioning of State Public Service Commissions during the conference and workable solution found for practical implementation by all State Commissions.
Shri Prakash Narayan Desai, Chairman, Goa Public Service Commission, Shri Gonal Bhimappa, Chairman, Karnatka Public Service Commission, Shri M.N.Kokate, Chairman, Maharashtra Public Service Commission, Smt. V.S.B.Sangma, Chairperson, Meghalaya Public Service Commission, and Members from different State Public Service Commisions, Shri T.G.Negi, Principal Secretary AR, Shri Bhim Sen, Principal Secretary to the Chief Minister, Dr. Srikant Baldi, Principal Secretary Education, Shri P.S.Draik, Secretary, HP Public Service Commission, and other senior officers were present in the inaugural session.
