STATE TO BE MORE VIGILANT IN ISSUANCE OF HIMACHALI CERTIFICATES:CM

DHARMSHALA 25 Febuary.-----Prem Kumar Dhumal, Chief Minister, said that the state government would be more vigilant while issuing bonafide Himachali Certificates to the various communities inhabiting the state. He was addressing the First Meeting of the Gorkha Welfare Board held at Dharamshala under his chairmanship today. He said that state had been getting a large number of migratory workers to work in different capacity in various organizations who after certain period had been applying for issuance of bonafide Himachali certificate by producing fake documentary evidences before the authorities ascertaining their eligibility for the same. He said that the government would be closely scrutinizing all such cases and issue certificates only to the really deserving persons to ensure best law and order conditions in every part of the state.Chief Minister said that state government was considering relaxation in the eligibility norms for various merit scholarships under different schemes of education as the state was awarding scholarships named after Dr. B.R.Ambedkar, Swami Vivekanand, Thakur Sen Negi, Mahrishi Balmiki Merit Scholarships, besides High School, Middle School, Post Matric SC/ST and OBC, IRDP and Martyred and Disabled Soldiers Wards Scholarship, Sanskrit and Sainik School Scholarships to about ten thousand students studying in various educational institutions all over the state with a view to provide meritorious students financial incentive to carry forward with the academics. He said that the state government would be considering relaxation in the scholarship eligibility conditions to extend the scholarship cover to maximum number of meritorious and targetted group students to help them excell and rise to greater heights in their future endeavours. He added that free coaching facilities were available with HP University to the scheduled caste, scheduled tribe and other backward classes students for entrance tests to Central, State Administrative Services, Medical and Engineering Colleges.Prof. Dhumal said that the state was indebted to the Gorkha warriors who had contributed significantly towards the national security and brought laurel to the state. He said that the state government had been considerate towards the demands and developmental requirements of the community and made best efforts to facilitate them in different ways. He said that the community had been included in the Other Backward Classes list extending different benefits to the members of the community. He said that best efforts would be made to bring out the publications on the manuscripts of late Master Mittar Sen. He said that the family had been requested to provide the original manuscripts to the government so that No. 182/2008-PUB -2-further steps were initiated to get the same printed as also to make such creativities open to the research scholars and other enthusiasts who wanted to know about such creativities.Chief Minister said that there was complete harmony in the state as people of all faiths were co-existing and participating in one anothers’ celebrations amicably. He said that state government was always sympathetic towards genuine requirements of the people while added attention was being paid towards the deserving sections of the society. He said that welfare of the Gorkha was on the priority agenda and their interests were being safeguarded at all level. He said that state government would welcome any suggestion made by the official and non-official members of the Board which could facilitate the community and cater to their welfare. He said that the motive behind constitution of Gorkha Welfare Board was an endeavour to make concerted efforts for the welfare of the community by inviting suggestions from its members. He assured the Board that their interests would be protected by the state government.Shri Kishan Kapoor, Transport Minister, proposed vote of thanks and said that the interests of the Gorkha community were safe in the hands of the state government. He assured the community that necessary relief would be delivered to them by the administration from time to time.Smt. Sarveen Chaudhary, Social Justice and Empowerment Minister, welcomed the Chief Minister, and detailed various activities of the department. She said that it was during the earlier tenure of the government that the social security pension was increased from Rs. 100 to Rs. 200 per month. She thanked the Chief Minister for increasing the same to Rs. 300 per month which would be benefitting 2,37,250 old age, widows, lepers and handicapped persons in the state. She thanked the Chief Minister for according top priority to the Social Welfare Sector by earmarking major portion of the next annual plan for social welfare activities which would give renewed momentum to such activities in the state.Shri Bhim Sen, Principal Secretary to the Chief Minister and Social Justice and Empowerment, welcomed the Chief Minister, and apprised him of the non-official member’s agenda. He apprised the Board of the initiatives taken by the government to facilitate the Gorkha community.Shri Ramesh Dhwala, Food and Civil Supplies Minister, principal secretaries, secretaries, heads of various departments, deputy commissioners and other senior officers attended the meeting besides non-official members of the Board.
All out efforts to be made to declare Transgiri area of Sirmaur district as Tribal status :CM
DHARMSHALA----Prem Kumar Dhumal, Chief Minister said that State Government would reiterate the matter of declaring Transgiri area of district Sirmaur tribal status at par with adjoining area of Uttrakhand with Government of India besides paying added attention towards developmental and welfare activities in the area. He was addressing the 1st meeting of re-constituted OBC Welfare Board at Dharamsala today. Chief Minister said that there were about 26 backward gram panchayats in Shillai, Poanta and Sangrah developmental blocks of district Sirmaur which fall under the proposed plan of getting declared as tribal keeping in view difficult geo-physical conditions of the area. He said that in earlier tenure as well, unanimous resolution was adopted and passed by the H.P. Vidhan Sabha to get above gram panchayats declared as Scheduled Tribe so that justice could be delivered to the residents of the area since people of adjoining gram panchayats of Uttrakhand fall under scheduled tribe area and additional benefits were available for their speedy development. He said that all channels would be used to press the demand. Prof. Dhumal said that there were certain other areas with difficult topography such as Bara Bhangal in district Kangra, Malana in district Kullu which too deserved similar status and additional financial aid for speedy development to bring them at par with rest of the State. He said that although Backward Area Sub-Plan was under implementation in the State, however, concerted efforts would be made to procure additional finances for accelerated development. Chief Minister emphasized the need to avail the NREGA Scheme for generating rural employment avenues for unemployed youth. He said that it was under his earlier tenure that recommendation was made to include two most backward districts of Chamba and Sirmaur in the Scheme. He said that it was unique scheme aimed at ensuring assured employment of 100 days to the job card holders in a year and was instrumental in solving the unemployment problem in rural areas. He urged Members of the Board to give their valuable suggestions for effective functioning of the Government. Prof. Dhumal said that it was during his earlier tenure that the Members of OBC, SC and ST were provided unlimited chances in HAS and other allied services examination with a view to provide more opportunities to the educated youth of these communities. He said that motive behind constitution of welfare boards was to get public opinion through non-official members so that welfare schemes were formulated accordingly. Chief Minister said that State had agrarian society and majority of population of the State was linked with farming in one way or other. He said that there was vast scope for self-employment in diversified farming since the State would make technical know-how and other inputs to the rural youth besides testing the soil free of any charge so that farm owners were advised to cultivate soil friendly cash crops to strengthen their economy. He assured people that irrigation network would be strengthened besides encouraging rain water harvesting for irrigation purposes. Smt. Sarveen Chaudhary, Social Justice and Empowerment Minister welcomed the Chief Minister. She said that different sections of OBC were being provided skill upgradation under different programmes by providing financial incentives and scholarships. She said that house building subsidy at the rate of Rs. 27,500 and house repair grant of Rs. 12500 were being made available to members of OBC. She added that loan facilities at low interest rate were also being made available for self employment avocations. She also detailed out various other social welfare activities. Shri Ramesh Dhawala, Food and Civil Supplies Minister proposed vote of thanks. He thanked for protecting the interests of OBCs besides strengthening OBC Commission. Shri J.P. Nadda, Forest Minister, Principal Secretaries, Secretaries, Special Secretaries, Heads of the Departments and other senior officers were present among others in the meeting
