Interim report of the 5th Finance Commission submitted to Chief Minister

SHIMLA--Chairman of the 5th Finance Commission Shri Kuldeep Kumar today submitted the interim report of the Commission to Chief Minister Shri Virbhadra Singh.
Shri Kuldeep Kumar apprised that the government of India had not released the funds under 14th Finance Commission to the Zila Parishads and Panchayat Samitis for the developmental works. Though Chief Minister and the department had raised this issue time and again with the Union government, but it was unfortunate that so far financial assistance had not been given.
He said that the 5th Finance Commission had recommended that appropriate financial assistance be provided to Zila Parishads and Panchayat Samitis for carrying out developmental works.
Shri Kuldeep Kumar said the Commission had clearly directed that the funds would be provided to the gram panchayats only, though requests had been made by the state government to provide funds for Panchayats Samitis and Zila Parishads as well. While analyzing other issues of the Panchayati Raj Institutions, the Commission had also recommended the government to consider the views of the members of the Zila Parishads and Panchayat Samitis to provide funds for developmental works.
Additional Chief Secretary Smt. Manisha Nanda, Secretary, Panchayati Raj Department Shri Onkar Sharma, who were the ex-officio members of the Commission, OSD Shri Abhay Pant and Deputy Director of the Commission Smt. Neeta Gautam were also present on the occasion.
