SHIMLA------Union Minister for Medium, Small and Micro Enterprises (MSME) Shri Kalraj Mishra along with Chief Minister Shri Virbhadra Singh today laid foundation stone of Rs. 102.32 crore Tool Room/ Technological Development Centre (TDC) of Small, Medium and Micro Enterprises at Baddi in Solan district.
The Tool Room would be set up under the Technology Centre System Programme (TCSP) of Government of India.
Shri Kalraj Mishra while addressing the august gathering said that the need was felt to open such Technology Centres to keep pace with the change in technology. He said that World Bank had sanctioned Rs. 2200 crore for setting up such Technology Centres for 15 places in the country, adding that 10 different places had been identified so far. He thanked the State government for providing 20 acres of land free of cost for the Technology Centre.
He said that this Technology Centre/ Tool Room was a dream project of Shri Virbhadra Singh and similar technology centres were coming up in Jammu and Kashmir, Haryana, Uttrakhand and other places where more than one lakh youth would be trained. He said that either these trained youths would set up their own industrial units or will be employed by major industries.
The Tool Room will provide quality training to the youth which would also be eco-friendly, he added. He said the Prime Minister stressed for Make in India products and achieve the 'Skilled India' label to make 'Bharat' a manufacturing country, so that the world could use the products and import them with the label 'Make in India'. He said that Ministry of MSME would provide adequate support for setting up rural based industrial units in the State as Himachal was hub of Medium, Small and Micro units.
Shri Mishra said that the Tool Room set up under the Technology Centre System Programme (TCSP) focuses on technological and skilled manpower support to the industries of the region for design and development and engineering solutions including import substitution. He also detailed about several central scheme related to the Ministry of MSME. He said that the Ministry was also working towards strengthening the Rural Self Employment Training Institutes and said that for seeking online registration the GoI had made a provision of one page form to be filled within no time to facilitate the entrepreneurs.
The Union Minister announced shifting the Multipurpose Development Training Centre of GoI, from Kaned to Sundernagar in Mandi district on the request of Chief Minister.
CM dream project to be operationalised soon
Chief Minister Shri Virbhadra Singh after welcoming and honouring the Union Minister said that Rs. 102.32 crore Technology Centre/Tool Room set up under the Technology Centre System Programme (TCSP) of Government of India, the foundation stone was laid jointly by Union Minister for MSME, Shri Kalraj Mishra and by him, would be providing consultancy and advisory services in technology and engineering solutions for improvement of the quality system and productivity and would prove handy for providing employment to both the skilled and unskilled manpower.
Shri Virbhadra Singh said that in April 2012, when he was Union Minister of the MSME, a mini Tool Room Centre was sanctioned to be opened at Baddi for which a land measuring 15000 sq. meters was available and foundation stone was laid by him though the land was not sufficient.
There was a need of full fledged Tool Room for which 20 acres of land was required and our government had identified and provided the land at Baddi and today the foundation stone had been laid by Union MSME Minister, Shri Kalraj Mishra for the modern Technology Centre which will support the MSME's through production, training and advisory support to the industrialists and it was no less than the engineering institute for the skilled and un-skilled youth.
The Chief Minister thanked Shri Kalraj Mishra and said that the project was conceptualized and initiated during his stint as Union Minister of MSME, adding that he hopes that the technology centre when completed, would contribute towards skilling the youth of the state to make them employable in industry by designing courses relevant to them.
He said that 40 percent of export was done by Medium, Small and Micro scale industries and it plays a pivotal role in strengthening the economy.
In Himachal Pradesh today we have more than 500 Medium and Large Scale and 40 thousand Small scale units with an investment exceeding over Rs.18,000 crore.
The Chief Minister said that the Union Ministry of MSME today contributes 95 percent of all industrial enterprises and 40 percent of industrial output and for the very reason this sector was regarded as the 'engine of the Indian economy' and the largest employment provider in the industries.
Shri Virbhadra Singh said that the Technology Centre will have infrastructure to provide professional training in various courses such as process automation in Tool Making, metal cutting, maintenance, advance welding, Information Technology, Training on Testing, Industrial automation etc.
He thanked the Union Minister for sparing his time for the valuable project.
The Chief Minister urged the Union Minister to re-store the Industrial package which had expired on January, 2013 and said that the issue had been raised many a times with GoI for extension of the Central incentive package and we hope you will favourably respond to this.
Shri Virbhadra said that we intend to catalyse industrial growth of our state so that by 2022, industrial sector contributes at-least 25 percent to Gross Domestic Product.
Speaking on the occasion, Industries Minister Shri Mukesh Agnihotri congratulated the Chief Minister for the beginning of his 'Dream Project' for which the Chief Minister was always eager to start the same at the earliest. He said that tool room renamed as Technology Centre would soon become operational on which an additional sum of Rs 170 crore or so would incur. He said that a nodal officer would be appointed to monitor the project for its time bound completion.
He said that 90 percent of industries in the state were small, micro and medium and Baddi-Barotiwala was the key area where these were well operational.
He raised the issue for re-storing the industrial package of the State and said that the state government had invited many big industrial houses in the state. We held several industrial meets in the country with the aim of inviting entrepreneurs to invest in the state.
He urged the Chief Minister to give appropriate budget for the industrial sector and also few incentives to the entrepreneurs. He said that Himachal had vast tourism potential and needs to be developed. He urged for adequate funds for developing the Pandoga and Kandrori industrial belts.
The Minister urged the Union Minister Shri Kalraj Mishra to form a separate policy for setting up micro and small scale industries for the hill states.
Earlier, Principle Secretary, Industries, Shri R.D Dhiman and Director Industries Shri Amit Kashyap welcomed the Union Minister and the Chief Minister.
