SHIMLA------The High Court of H.P. has issued notice to the Chief Secretary, Secretary (Industries), Home Secretary, Labour Commissioner, D.C. Solan, S.P. Baddi, Director of Industries and the General Manager of Frankling Shoes Industry, Baddi, in the matter of suicide by a worker of the Frankling Shoes Industry on March 11 and directed them to file reply in the matter within 4 weeks.
A Division Bench comprising Acting Chief Justice Mansoor Ahmad Mir and Justice Tarlok Singh Chauhan passed these orders on a petition taken up suo moto by the Court on a letter addressed to the Chief Justice by one Sh. Onkar Singh of Ex-Servicemen Association.
In the petition addressed to the Chief Justice, the association has alleged that it had written to the govt. many times on the need of an effective policy for the welfare of workmen working in the Industries established in the State, but the govt. has not taken any action on this important issue. The Association alleged that the private Companies and Industries are employing highly educated youth but paying them a pittance, taking advantage of the unemployment prevailing in the State, which is driving the depressed youth into suicide. The condition of workmen is pitiable as they are made to work overtime with no leave and no safety is provided to the women workers and no one from the Industries Department or Labour department bothers to inspect the working conditions in these industries.
The Association has requested the High Court to direct the government to make an effective policy to address the issues of workmen employed in the Industries set up in the State and to fix salaries of the vocational and technical degree/diploma holders, working hours and leave.
The Court posted the matter for April 28.
