Shimla. January 16, 2014---------------The Acting Chief Justice of Himachal Pradesh High Court Hon'ble Mr. Justice Mansoor Ahmad Mir inaugurated Front Office of the H.P. High Court Legal Services Committee in the H.P. High Court today. The Judges of H.P. High Court Hon'ble Mr. Justice D.D. Sud, Hon'ble Mr. Justice Sanjay Karol, Hon'ble Mr. Justice Kuldip Singh and Hon'ble Mr. Justice Rajiv Sharma were present on the occasion.
The Front Office has been established to achieve the benevolent objective of providing free legal aid to the eligible persons. The Office shall be manned by a Retainer lawyer and a para-legal volunteer, who will be available during working hours of the High Court. The panel lawyer in the Front Office shall render services like drafting notices, sending replies to lawyers' notices and drafting applications, petitions etc. and place the matter before the HP High Court Legal Services Committee, which presently comprise of Justice Sanjay Karol as the Chairman, Advocate General Sh. Shravan Dogra, the President of the HP High Court Bar Association Sh. Ashwani Pathak, Dr. Pawan Thakur (Ortho), Dr. S.N. Ghosh (psychologist), Social Workers Smt. Uma Baldi and Ms. Champa Ronta as Members and Registrar (Vigilance) Sh. Arvind Malhotra as the Secretary.
The Registrar General of H.P. High Court Sh. A.C. Dogra, Registrars Sh. Sureshwar Thakur, Sh. Sushil Kukreja, Sh. K.S. Chandel and Sh. Arvind Malhotra, Director of the H.P. Judicial Academy Sh. C.B. Barowalia and Member Secretary of the HP State Legal Services Authority Sh. Virender Singh along with members of the Bar and staff were also present on the occasion.

Persons eligible for free legal aid
A person belonging to Scheduled Caste or Scheduled Tribe, a victim of trafficking in human beings or beggars referred to in Article 23 of the Constitution, a woman or a child, a mentally ill or otherwise disabled person, a person under circumstances of undeserved want such as being a victim of a mass disaster, ethnic violence, caste atrocity, flood, drought, earthquake or industrial disaster; or industrial workman; or in custody, including custody in a protective home within the meaning of clause (g) of section 2 of the Immoral Traffic (Prevention) Act, 1956, or in a juvenile home within the meaning of clause (j) of section 2 of Juvenile Justice Act, 1986, or in a psychiatric nursing home within the meaning of clause (g) of section 2 of the Mental Health Act, 1987; or a person who has annual income less than Rs. one lac; or transgenders; or senior citizens (above 60 years of age) having annual income less than Rs. 2 Lacs.
