SARKAR AAP KE DWAR’ PROGRAMME HELD AT BAIJNATH

Baijnath-----Prem Kumar Dhumal, Chief Minister, presided over the ‘Sarkar Aap Ke Dwar’ programme organised by district Kangra administration at Baijnath in district Kangra , to listen to public grievances and resolve the same in consultation with the senior officers accompanying the Chief Minister’s entourage. 358 applications were registered out of which 180 were disposed off instantly delivering immediate relief to the aggrieved parties while rest handed over to the concerned departments for time bound disposal of the same under intimation to the applicants. The programme lasted for over 4.30 hours.
Chief Minister said that the State Government had launched the Sarkar Aap Ke Dwar programme with a view to provide aggrieved people opportunity to get their grievances redressed by the concerned authorities. He said that he had himself been holding such programmes during his tour to different parts of the state which ahd been helping people get their genuine problems solved instantly thereby saving them from unnecessary travel to Shimla or other offices to apply for grievances redressal. He said that it had also been saving the time and trouble people used to take to bring such cases to the notice of the higher authorities. He said that all top authorities had been directed to accord top priority to public grievances and deliver immediate relief to them by taking prompt action in the matter.
CM sanctioned additional funds for completion of various ongoing developmental projects in different parts of the district over and above the already sanctioned budget. He sanctioned Rs. 1.95 lakh in favour of Shri Naresh Sharma of Bharmar village for muscular distrophy operation expenses at Sion Hospital, Mumbai; Rs. 1.50 lakh for Mahila Mandal, Khadi Manah; Rs. 2 lakh for Mahila Mandal, Andarli Manah’ Rs. 20 lakh for reconstruction of GSSS Building at Lohardi in Chhota Bhangal area. He directed the authorities to complete the construction of Government Degree College, Baijnath building by December,2010 and restore regular drinking water supply to village Sansai-Koti-Majhoti.

PALAMPUR---- Prem Kumar Dhumal, Chief Minister, was the Chief Guest in the Dhouladhar Sewa Samiti Falicitation function organised at Palampur late last evening. Addressng the gathering he said that environment protection ws a global challenge which had threatened the survival of all living beings. He said that developed countries were responsible for emisson of green house gases wich needed to be checked forthwith. He said that there was need for mass awareness about the drastic impact of the degradation of environment. He said that unless life style of every individual had to be in consonance with the environmental requirements.
Chief Minsiter said that the State Government had decided to sensitize the young citizens of the country by making them repeat the Environment ProtectonPledge in their daily morning prayers so that they could not only discipline their lives but also inspire their parents and neighbours about the necessity of environment protection. He said that such an endeavour would go a long way in inculcation of the environment friendly manners amongst the future children at their very adolescent age.
Chief Minister complimented Dhouladhar Sewa Samiti for supplementing the initiatives of the state government towards environment protection and making Himachal Pradesh polythene free. He said that the Samiti had been a source of inspiration to rest of the society to actively involve themselves in Save the Earth endeavours.
Chief Minister honoured Dr. Shiv Kumar, former MLA for his outstanding social services; Shri Prem Singh Rana, Dr. Ram Swaroop, for social services, Ms. Shivani Sharma, for excellnce in sports and ASI Roop Ram for effective maintenance of traffic control. He also presented books to the school children.
Chief Minister was also presented a draft of Rs. 21,000 by the office bearers of Sewa Samiti as contribution towards the Chief Minister’s Relief Fund.
Shri Ravinder Ravi, IPH Minister, said that Sarkar Aap Ke Dwar programme held at Baijnath was a grand success which continued for over four hours and hundreds of people presented their applications before the Chief Minister. He appreciated the contribution of Dhouladhar Sewa Samiti in social and environment protection services.
Shri Shanti Swaroop Sharma, President, Dhouladhar Sewa Samiti, Palampur, welcomed the Chief Minister and outlilned the aims and objectives of the Samiti. He said that Samiti was actively involved in environment protection and making Himachal Polythene Free activities.

PALAMPUR----State Government would be endeavouring to provide water efficient irrigation facilities to maximum arable land in district Kangra. This was revealed by Prof. Prem Kumar Dhumal, Chief Minister, while addressing a public meeting at Gadiara in Palampur Sub-Division of district Kangra after he laid foundation stones of Parnu Kuhal, Parnuhal Chathami and Bharuhal Kuhal at Gadiara estimated to cost Rs. 343.49 lakhs and bring 430 hactares of 12 villages under the fold of irrigation, today.
Chief Minister said that the State Government was implementing Rs.353 crore Pandit Deen Dayal Kisaan Baagwan Samridhi Yojna with a view to provide subsidy upto 80 percent on construction of poly houses, mini and micro irrigation schemes. He said that it happened to be the first scheme of its kind in the country where subsidy component was as high as 80 percent. He said that addtionally the State Government had decided to provide additional subsidy of 10 percent to the BPL families constructing bamboo based poly houses and the beneficiaries would be required to contribute only ten percent of the total project cost. He said that a Rs. 300 crore Doodh Ganga Project was also under implementation in the State which aimed at giving boost to animal husandry activities and provide loan upto Rs. 3 lakh to the beneficiaries for purchase of cows etc. He said that half of the loan amount was being made available interest free while the remaining amount had to be repaid with fifty percent of interest to the loaning agency. He added that Rs. 440 crore Organic Fertilizer Project was likely to be sanctioned by the Japan International Cooperative Agencywhich aimed at provide financial assistance to the farmers to construct their own need based organic fertilizer units. He said that in all Rs. 1,093 crore were being spent on strengthening the agriculture sector which was over and above the regular budgetary provisions.
Prof. Dhumal said that keeping in view the drying up of water sources and reduction in the ground water level need had emerged to opt for water efficient irrigation schemes like sprinkler and drip irrigation which were equally beneficial for increasing the yield of the crops. He said that while the flood irrigation schemes sometimes washes away the fertilizing ingredients of the farm drip and sprinker irrigation scheme were safer for achieving the objective of gaining maximum yield from the farm land. He appealed to the people to take benefit of all such schemes under implementtion in the State and strengthen their economy to make their future secure.
Chief Minister directed the Deputy Commissioner to deploy tehsildar or naib tehsildar to look after revenue functioning of Panchrukhi area for a week in a month so that local people did not had to go to Palampur to get their such cases settled. He also listened to public grievances and assured applicants that all their genuine grievances would be addressed to on priority.
Cap.Atma Ram, local MLA, welcomed the Chief Minister to his home segment and thanked him for laying foundation stone of three major irrigation channels which had fulfilled long pending depand of the farmers of the arera. He also apprised CM of various local demands besides deployment of a tehsildar or naib tehsildar to provide people revenue services at Panchrukhi.
Smt. Urmil Bhuria, Vice Chairperson, Zila Parishad, also welcomed the Chief Minister and thanked him for the developmental milestones established during past 30 months in the district.

CM DEDICATES PHC AND SCIENCE LAB

JAISINGHPUR--- Prem Kumar Dhumal, Chief Minister, today dedicated newly constructed Primary Health Centre Building, completed at a cost of Rs. 63.25 lakhs and Science Laboratory building of Government Senior Secondary School, completed at a cost of Rs. 54.80 lakhs at Jalag in Jaisinghpur Sub-Dn of district Kangra to the residents of the area and students of the school respectively.
Chief Minister said that with the completion of two important developmental milestones better health care facilities would be available to the people of Jalag and adjoining areas. He said that the new science laboratory would cater to the teaching of science subjects to the students who would be availing such facilities within their school campus. He said that the State Government was upgrading the educational curriculum to meet the present day demand of the students. He said that quality educational facilities would enable students meet the global requirements of skilled manpower. He hoped that more students would now be opting for science subjects and excell in their academic pursuits.

SARKAR AAP KE DWAR PROGRAMME HELD AT JALAG

JAISINGHPUR--- Prem Kumar Dhumal, Chief Minister, presided over the ‘Sarkar Aap Ke Dwar’ Programme organised at Jalag, in Jaisinghpur Sub-Division of district Kangra, today where 160 persons registered their applications out of which 140 were disposed off on the spot while remaining handed over to the concerned authorities with the directions to dispose off the same in a time bound manner delivering relief to the aggrieved parties.
Prof. Dhumal said that development was a never ending process which had been continuing for ages and would continue to be so for centuries to come. He said that it symbolised the awareness amongst the masses who were getting aware of their legitimate rights. He said that there was need to change the mindset of the people about their grievances redressal practices before the authorities which had to be as per the need of the hour since only those cases had to be presented before the authorities which were within their competence. He thanked the secret donors who had donated as per their capability in packed envelopes towards the Chief Minister’s Relief Fund. He said that so far about Rs. 13 crore had been disbursed to the people from the Fund and thousands of people were benefitted in getting themselves medically operated and treated for various ailments. He appealed to the people to join hands for such a pious service towards the deserving sections of the society.
Chief Minister said that Sarkar Aap Ke Dwar was a programme aimed at taking Government to the door steps of common men so that they did not had to run from pillar to the post to bring their problems to the notice of the higher authorities and formed part of the Election Manifesto of the Party in power. He said that although the State Government had already passed directions to the government functionaries to accord top priority to the grievances of common men. He said that his was the common men’s government and their aspirations and expectations would be fulfilled by making concerted efforts. He said that he himself had been according top priority to such practices and listen to public grievances at all the places he visited to dedicate some developmental projects or lay foundation stone of any project. He said that after every public meeting also he had been meeting public in addition to the places he stays for the evenings. He said that such an exercise had saved time and money of the people who otherwise had to visit various offices at district and state headquarter level. He said that the local authorities needed to intimate the correct position of their cases to their satisfaction.
Prof. Dhumal assured local people to upgrade the local educational institutions after getting the survey of the same conducted and codal formalities completed.
Cap. Atma Ram, local MLA, welcomed the Chief MInister and thanked him for holding such an important programme which had benefitted large number of applicants of the area. He also thanked him for taking various decisions in favour of the aggrieved parties. He detailed developmental milestones established in his home segment during past 30 months. He urged CM for upgradation of various educational institutions in his segment.
Shri R.S.Gupta, DC, welcomed the Chief Minister and apprised him of the problems raised by the people of the area. He also informed of the status of various developmental projects which came up for hearing during the programme. He assured the Chief Minister that each one application received by the district administration would be disposed off in a time bound manner and best efforts made to deliver relief to the aggrieved parties. He conducted the proceedings of the meeting.
Chief Minister sanctioned for Rs. 1.50 lakhs to Sh. Karam Chand, village Kachhera , Jaisinghpur for the treatment of lungs cancer, whereas Rupees 85000 sanctioned for the heart operation of Ashok Kumar of village Johartaal near Jwalamukhi, Rs. 25000 each to Smt. Meena of Jalag, Sarla Devi of Bhatwara, Kamlesh Kumar of Dabhi and Durgi Devi of village Saliana as medical assistance besides this Rs. 4.50 lakhs sanctioned for the construction of three rooms in GSSS Draman, Rs.1.50 lakh Mahila Bhwawan Suan, Rs. 3.50 lakh for Patwar Ghar Jalag and Rs. 50 thousand for the repair of Mahila Mandal Bhawan Chounwa sanctioned in khula darwar.
