State Government would be exploring possibilities of reviving the Fina Singh Nehar Project for the district Kangra by preparing a detailed project rep

JAWALAMUKHI----State Government would be exploring possibilities of reviving the Fina Singh Nehar Project for the district Kangra by preparing a detailed project report valued at Rs. 147 crore
to strengthen the drinking water supply and irrigational facilities network in the district.

This was revealed by Prem Kumar Dhumal, Chief Minister, while addressing an impressive public meeting at Pihari-Galoti, a backward gram panchayat in Changer area, interiors of Dehra Sub-Division of district Kangra, after he dedicated Kouna, Pihadi, Galoti, Lift Drinking Water Supply Scheme completed at a cost of Rs. 114.81 lakhs to benefit about 4,600 population, to the people of the area and Rain Water Harvesting Scheme, under watershed management programme, estimated to cost Rs. 31.15 lakh to the residents of Pihadi Gram Panchayat today.

Dhumal said that the district had two major irrigation schemes under construction, Shah Nehar and Siddhatha Medium Irrigation Scheme where hundreds of crores of rupees were being spent so that optimum utilization of the farm holdings was obtained. He said that to add further, the State Government had launched Rs. 353 crore ambitious Pandit Deen Dayal Kisaan-Baagwan Samridhi Yojna from January this year to modernize farm sector so that the basic agriculture sector could withhold the educated unemployed youth at their villages to generate self-employment avenues in farm sector. He said that the scheme had the best content of 80 per cent subsidy over the construction of poly houses, drip and sprinkler irrigation schemes to modernise their farming activities. He said that about 28,880 poly houses had been targetted to be constructed under the provisions of the scheme and benefit 60,000 families under different provisions of the scheme. He said that the scheme would revolutionise the basic agriculture sector. He appealed to the farmers of the State to avail financial incentives under the different provisions of the Scheme to strengthen the farming and rural economy of the State. He advised the farmers to go for diversified farming and cultivate cash crops, floriculture, herbiculture, off-season vegetables etc.. He said that the State Government had already increased the milk procurement price by Rs. 2 per kg to encourage animal husbandry and dairy farming activities in the rural areas.

Chief Minister said that there was dire necessity to discipline the daily habits and change in the mind-set with regards to optimum utilization of the natural resources available for human use. He said that rain water happened to be the purest of the consumable water which was being encouraged by the State Government by envisioning rain-water harvesting and conservation schemes. He said that such natural resources were most precious and needed to be utilized with utmost care. He said that people needed to cooperate with the State Government in making watershed management schemes successful so that the waste water was utilized for non-consumable activities and making treated-water available exclusively for consumption purposes.



Dhumal thanked the vision of former Prime Minister, Shri Atal Behari Vajpayee for connecting every village with motorable road under PMGSY and interconnecting the big rivers to solve drinking water and irrigation problems in the entire country. He said that the vision was bound to benefit every section of the society and meet their all basic requirements of drinking water and irrigation facilities.

Chief Minister said that sincere efforts had been made during past one year to facilitate every section of the society with different incentives. He said that every ration card holder was being provided subsidized essential commodities and over Rs. 140 crore being spent during current financial year. He said that there was hardly any section in the society which had not been benefitted with the one or the other decision of the State Government taken during preceding year. He said that employees were benefitted with financial benefits worth 25 percent of their salaries and pensioners were also benefitted with similar benefits at par with their in-service counter parts. He said that in the age of recession the State was successfully implementing Rs. 80 crore Atal Bijli Bachat Yojna providing 4 CFL bulbs free of cost to every domestic consumer in the State.

CM was presented Rs. 10,000 by the residents of the segment as contribution towards the Chief Minister's Relief Fund, Rs. 5,100 by Ramesh Parihar, Rattan Chand, Capt. Des Raj Dogra also presented draft of Rs. 5,100, Shri Udham Singh Guleria, Rs, 5,100 and Rs. 1,100 by the staff and students of GHS, Pihari, Rs. 500 by the staff and students of GPS, Pihadi, for which CM expressed his gratitudes towards the donors.

Ravinder Ravi, IPH Minister, and local MLA, welcomed the Chief Minister to his home segment, Thural and dedicating two important developmental milestones to the residents of the area thereby fulfilling a long pending demand of the habitants of Changer area. He said that the backward areas of the state had always been attracting attention of Prof. Dhumal and tehsil Khundiyan of his segment happened to be one of such areas in district Kangra. He said that the IPH department had been endeavouring to eliminate the tanker feed water supply schemes in the State in coming years. He said that Rs. 65 crore WSS had been sanctioned for Bilaspur area. He said that over 2,000 handpumps had been targetted to be bored all over the State to meet the drinking water requirements of the people all over the State. He said that 14 handpumps had already been bored in Thural segment to supplement the water supply schemes and possibilities were being explored to provide similar facilities in the water scarcity prone areas.

Shri Ravi said that added attention was being paid towards creation of quality irrigation infrastructure in the rural Himachal Pradesh by envisioning sprinkler and drip irrigation facilities to irrigate the farms. He congratulated CM for getting sanctioned Pandit Deen Dayal Kisaan-Baagwan Samridhi Yojna valued at Rs. 353 crore which would benefit about 30,000 farmers with modern farming

facilities which was bound to revolutionise the farm sector with quality agro-produce. He congratulated CM for reservation of 50 per cent seats in PRIs to women which was a laudable decision any government had taken in the State in the interest of women. He thanked for liberal developmental funds to his home segment. He urged for upgradation of various educational, health and other institutions.

Dr. Rajan Sushant, MLA, Jwali and BJP nominee from Kangra Parliamentary Constituency, congratulated the people of Changar area for getting lift drinking water supply scheme dedicated to them. He said that he had fought for protecting the interests of Pong Dam oustees and Shah Nehar construction. He said that Rs. 400 crore Shah Nehar Project would benefit about 38,000 farmers with improved irrigation facilities. He said that Sidhatha Medium Irrigation Project was also nearing completion where about Rs. 50 crore were being spent and was bound to revolutionize the farm sector in the area. He counted developmental milestones established in the State during successive BJP regimes. He said that Prof. Dhumal was popularly known as 'Sadkon Ka Mukhy Mantri, in the State. He also thanked CM for setting up of Disaster Management Battalion in Nurpur area. He said that record projects had been obtained from Centre for the State during past one year alone. He appealed to the electors of Kangra-Chamba area to elect him their representatives from the area in the Parliament to look after their interests.

Shri Bipan Parmar, MLA, Sulah, congratulated Chief Minister for establishing number of developmental milestones in different sectors during past one year. He thanked him for getting MOU signed with JP Sewa Sansthan to develop Vivekanand Medical Research Centre, Palampur, as centre of par excellence treatment in the district besides spending hundreds of crores over the Dr. Rajendra Prasad Government Medical College, Kangra at Tanda on the anology of AIIMS.

He apprised Chief Minister of various demands of the people of the area.
