GOVERNMENT SENSITIVE TO PUBLIC GRIEVANCES:CM
Prem Kumar Dhumal, Chief Minister, said that the state government was sensitive to the grievances of the common man which required prompt action at appropriate level of administration for disposal. He was addressing the thanks giving meeting of the South Zonal Officers, convened at Dharamshala today to thank them all for all their cooperation during the last 17 days fruitful stay in the lower areas of the state which was likely to culminate on 1st of March, 2008. He thanked every officer and official of all the departments directly or indirectly involved with the visit, of the area he visited during the period for their active cooperation and remaining available to respond to any assistance.

Chief Minister said that during his winter sojourn he had visited the districts of Una, Hamirpur, Bilaspur, Mandi, Kullu and spent most of the time at Dharamshala where he listened to the woes of over 25,000 persons by staying in the office for most of the time. He said that large number of applications had been submitted by the people, majority of them for minor relief and implementation of administrative orders. He said that every person had been provided opportunity to raise his concern before him in person as necessary directions had been passed instantly on every application received.

Prof. Dhumal said that every application received was required to be processed in a time bound manner and applicants intimated of the action taken by the concerned department. He said that even if there were some applications which had no solutions such applications also require to be disposed off and concerned person intimated of the reasons for its ineligibility to derive relief under government provisions. He said that every department needed to be sensitive towards the problems of the common man and accord top priority to solve their problems. He said that every officer and official required to perform their duties dedicatedly and devotedly and relief to the aggrieved parties required to be delivered as per the norms of the government. He said that if all such complaints were addressed top priority at the lower level people would not be wasting their time and money in approaching higher offices.

Chief Minister said that the administration was the face of the government and successful implementation of every policy and programme was entirely dependant upon their performance. He said that if common man was facilitated by the village level functionary he would not be approaching the higher ups for demand of justice. He said that administration had to act promptly and responsive towards the genuine problems of the people of its area. He directed the authorities to ensure that each and every paper received by him and marked to different offices of the area, was dealt with by according top priority, concerned person intimated of the action, under copy to his office so that people were satisfied of the action taken by the government to deliver them relief. He directed the deputy commissioners to monitor the implementation of the orders issued during the winter sojourn and keep his office posted of the action taken report.Dhumal thanked the ministers and MLAs of the district who remained with him all through the winter sojourn ensuring proper arrangements for all the visits and meetings etc. He also thanked the people of the areas he visited for their active cooperation to make the sojourn fruitful to the people.

Shri Kishan Kapoor, Transport Minister, and local MLA, welcomed the Chief Minister, and thanked him for crating history for remaining available to the public in his office for nine days. He said that the sojourn had yielded desired results as people from all over the district and beyond district boundaries were satisfied with the directions passed over their application by the Chief Minister. He said that it happened to be the real motive behind the winter move to listen to public complaints and redress them promptly.

Shri K.K.Pant, Deputy Commissioner, assured the Chief Minister that every department would be working in close coordination to implement the orders of the Chief Minister as also make it a habit to deliver relief to common man in normal routine as well.

Shri Ravinder Ravi, IPH Minister, Shri Ramesh Dhwala, Food and Civil Supplies Minister, Smt. Sarveen Chaudhary, Social Justice and Empowerment Minister and all the heads of the departments stationed at Dharamshala were present in the meeting.
