JAWALAMUKHI March 20.---Prem Kumar Dhumal, Chief Minister presided over the Passing Out Parade of lower, inter and upper course trainees at Police Training Centre, Daroh in district Kangra today. He inspected the impressive passing out parade and took salute of Contingents commanded by Constable Rajeev Kumar. Addressing the Passing Out Parade, Chief Minister congratulated all the 294 trainees and wished them good luck in all their future endeavours. He hoped that the training would go a long way in improving their capability to undertake new assignments more dedicatedly in order to serve the people of the State. Dhumal announced 15 percent teaching allowance to all the officers and trainers of PTC Daroh at par with other counterparts of the cadre. He said that recruitment of 1400 police constables would be carried out district-wise in proportion to the population of the districts of the State in order to give fair representation to eligible unemployed youth.
Chief Minister said that forensic labs were being set up at Dharamsala and Manali to speed up the investigation process at zonal level and would also help in reducing the pressure at CFL Junga. He said that adequate number of posts would also be created and filled up to man the zonal labs. He said that Rs. 10.81 crore were being spent over the modernization of police department in the State and efforts would be made to procure more funds under the programme from Government of India. He said that modern infrastructure would be added to existing infrastructure at PTC Daroh so that all latest training programmes were conducted in the college. Chief Minister said that role of police had changed with times and State police needed to update itself to meet the emerging requirements and should become people friendly. He said that various minor problems of people should be resolved at grass root level itself. Dhumal said that police officer training programme would be started at H.P. Police Training Institute, Sakoh where research and advanced training programme would also be started. He emphasized the need to impart the training in a very professional manner besides making police, people friendly so that commonman had faith in the functioning of police.Chief Minister lauded the role of state police in discharging their duties dedicatedly and reminded that during his earlier term, he had promoted 2400 constables to head constables. He said that efforts would be made to grant them further promotions after consultation with the concerned authorities. He said that State Government was committed to further strengthen and modernize the police department. Dhumal said that there was a need to change the mindset of police personnel and make them more disciplined and dedicated. He said that 1007 youth would be recruited to 4th IRB by maintaining transparency and upholding the merit. He said that two more IRBs had been sanctioned for the state, recruitment to . which would be started on completion of the recruitment process to 4th IRB. He said that headquarter of 4th IRB would be stationed at Jangal Beri in district Hamirpur where modern training infrastructure would be created to provide latest police training facilities.
Chief Minister announced Rs. 25 lakh for H.P. State Police Sports Welfare Fund and Rs. 20,000 out of his discretionary grant to the Class IV Police Employees Welfare Fund.
Chief Minister awarded the outstanding trainees for their achievements during the training. Chief Minister awarded Shri Surender Verma, DSP, PTC Daroh, Insp. Gurmail Singh of PTC Daorh for their meritorious services. He awarded HC Ajeet Singh of CID for being adjudged as All Round Best and Indoor 1st, HC Sher Singh of Mandi district for Outdoor 1st, HC Suresh Kumar of Sirmaur for Range Classification 1st. In the lower class, Constable Rajeev Kumar of District Shimla was All Round Best and Indoor 1st and Parade Commander, Const. Bhaskar Mahajan of Chamba as Outdoor 1st, Const. Birbal Singh of Kinnaur as Range Classification 1st while Const. Anil Kumar of Bilaspur as Best in cultural activities. Among the staff, Const. Dama Ram as Best Instructor in UAC, HC Des Raj as Best Outdoor Instructor, SI Mohan Lal PTC (lower) as Best Indoor Instructor, SI Ravinder Kumar, PTC (Inter) as Best Indoor Instructor. All awardees were given citation certificate and momento in recognition of their meritorious achievements. Chief Minister also decorated the trainees with promotional ranks. Ashwani Kumar, DGP welcomed the Chief Minister. He said that training programme for directly recruited officers of DSP rank had also been started at PTC Daroh from current year onwards. He thanked the Chief Minister for creation of promotional avenues to the police personnel. He said that 294 trainees would get promotion on passing out from PTC Daroh. He said that 65 police stations had been provided computer facility under CIPA and remaining 35 would be provided the facility soon. He urged the Chief Minister for increase in ration allowance and teaching allowance to left out police officers.
R.M. Sharma, Commandant, PTC, Daroh read out the Annual Report of the Centre. He said that 13,500 contingents had been trained under 75 courses.B Kamal Kumar, ADGP proposed vote of thanks.

JAWALAMUKHI---Himachal Pradesh was poised to emerge as the first State in the country where all the police stations would be inter-connected and latest modern facilities like computer and internet services would be provided under Community Integrated Police Application (CIPA). He said that the department would be modernized in order to make it more efficient so that best services could be delivered to the people. This was stated by Prof. Prem Kumar Dhumal, Chief Minister while addressing a high level review meeting of the State Police Department at PTC Daroh in district Kangra today. Chief Minister said that Himachal Pradesh had already achieved the distinction of best police State in the country which was transforming and modernizing all its activities. He said that all the police stations were being interlinked and facilitated with modern IT system to speed up and to bring efficiency in the functioning of police. He said that all the police stations would obtain ISO certification by the end of 5 years Policing Plan ending in year 2012. He said that with the ISO certification, the police stations would match the international policing standards. He added that initially police stations of Dhalli in Shimla, Mandi and Una were likely to get ISO certificate in coming few months and efforts would be continued to get the same for rest of the police stations in a phased manner and achieve the target by year 2012. Dhumal said that the State Government was committed to provide its police, best working condition alongwith required facilities. He said that Police Housing Scheme would also be taken up with the Finance Commission and the executing authorities would be directed to implement the schemes effectively. He said that image of the police would be best at the international level during coming time which would be possible with consistent and hard efforts. He emphasized the need to register every suspicious foreign visitors and to check their anti social activities. He said that educational institutions needed to be guarded against such activities and youth should be saved from falling prey to such people. Chief Minister congratulated the state police for emerging as the best police in the country. He said that the role of police in solving minor problems of the masses had helped in maintenance of best law and order conditions. He said that endeavour of the State police in creating awareness amongst the masses under different community policing schemes, deserve all appreciation since it had been instrumental in winning the faith of the masses. Dhumal said that efforts were afoot to change the uniform of the State and district police after examining all related aspects to bring about uniformity in the police cadre. He said that the new uniform needed to be of quality and should be convenient to the police personnel. He said good and attractive uniform would bring about desired reforms in the image building of the State police in the eyes of common man. He directed the police authorities to carry deep study after taking all related aspects into consideration and submit the proposal to the State Government for further approval. He said that uniform had the authority with it and criminals fear the same. He said that youth needed to be protected from drug addiction. Chief Minister emphasized the need to keep strict vigil over the anti social elements in their respective areas, especially to check the theft of telephone and electric wires. He said that protection of life and property was the prime duty of the police besides maintaining best law and order conditions all over the State. He said that the police should win the faith of the commonman by effectively implementing the community policing and allied programmes. He said that it needed to associate itself with the social welfare activities in its operational area.
