Congress government in Himachal Pradesh is an ad hoc government - J P Nadda

Bharatiya Janata Party National President and Union Minister Shri Jagat Prakash Nadda on Saturday performed the bhoomi pujan and foundation stone laying of the BJP state office in Himachal Pradesh and participated in the felicitation ceremony. Shri Nadda highlighted the BJP's clear, ideological, and result-oriented politics focused on the development of Himachal Pradesh and the country and described Bihar's historic victory as a symbol of the people's unwavering faith in the leadership of Hon'ble Prime Minister Shri Narendra Modi Ji. With reference to Himachal Pradesh, he mentioned the thousands of crores of assistance provided by the Centre and major infrastructure, health, education, and connectivity projects, while accusing the Congress government of misuse of funds, inefficiency, and mismanagement. The BJP National President said that a "double-engine government" is essential for development and that Himachal Pradesh once again needs stable, honest, and development-oriented leadership. During the programme, BJP National Vice President Shri Saudan Singh, State In-charge Shri Shrikant Sharma, Co-in-charge Shri Sanjay Tandon, BJP State President Shri Rajeev Bindal, MP Shri Anurag Thakur, Shri Suresh Kashyap, and Leader of the Opposition in Himachal Pradesh Shri Jairam Thakur, along with other office-bearers and leaders, were present.


 

Shri Nadda highlighted that he feels fortunate to have come today, after a long interval, to his karmabhoomi Himachal, the sacred land from where his public and political life began, and said that all those present welcomed him and his colleagues with joy, enthusiasm, and energy, for which he expressed heartfelt thanks both personally and on behalf of the party's workers. The BJP National President especially expressed gratitude to the people for the historic and record-breaking victory in Bihar, through which the Bharatiya Janata Party and Hon'ble Prime Minister Shri Narendra Modi Ji were felicitated, stating that this victory symbolizes the people of Bihar's unwavering faith in Hon'ble Prime Minister Shri Narendra Modi Ji and their resolve to move the country forward under his leadership, a trust reaffirmed by the election results. He particularly thanked mothers, sisters, youth, farmers, hardworking laborers, and all sections of society and said that this victory not only reflects Bihar fulfilling its aspirations but also shows that Bihar has rejected those who sought to obstruct the progress of the nation and the state and wanted to rely on infiltrators.


 

The BJP National President remarked that today a debate has arisen in the country about under whose leadership the nation should move forward, whether the country should run only on the support of infiltrators or on the support of those who are patriotic and who work day and night to take the nation forward. Bihar has given a clear message that those who do not want to take the country and the state on the path of real development will be shown the way out. Shri Nadda stated that his previous speakers tried to clearly highlight the difference between the work done for Himachal and the efforts being made by the present Congress government. When the last Himachal election was taking place, he had appealed to the public that politics is never like a flatbread that can be turned over on the griddle again and again; the purpose of politics is to remain stable for a long time and take development forward, and decisions should be made with this understanding. Today, Himachal's development is based on the principle of a "double-engine government." If one engine of the government does not function, the vehicle of development cannot move forward. This is not being said because there is a government of the opposition party, but because the BJP, under the leadership of Hon'ble Prime Minister Shri Narendra Modi Ji, wants to take Himachal in a direction of stable and continuous development, whereas the Congress only wants to enjoy power. This is why other kinds of governments have not been able to sustain Himachal's development. This is not merely a political speech but a message to the people of Himachal about stability, development, and the security of the future.


 

Shri Nadda asserted that he wishes to congratulate everyone for having the good fortune today to perform the bhoomi pujan and foundation stone laying of a very important party office in Himachal and Shimla, and expressed his thanks and best wishes for this occasion. He said that Hon'ble Prime Minister Shri Narendra Modi Ji has stated that party offices should be well equipped and fitted with modern facilities, where workers get opportunities for research, there is a separate space for social media, centers for research and training are established, and the process of deliberation functions smoothly, and with this vision, the office is being planned with all modern amenities. The Bharatiya Janata Party has set a target of constructing 787 offices, of which 617 have already been completed, including nine offices in Himachal Pradesh, while construction work is underway at 16 offices, and the remaining work will be completed at a fast pace. He said that for the smooth functioning of any party, five "K" are essential: karyakarta, karyakram, karyakarini, kosh, and karyalaya; the party has workers and programs and an executive body as well, and with the blessings of the people, arrangements for funds and offices are also being made. He emphasized that a BJP office is not merely a place for administrative work but a center of values, from where guidance is given for dedication to the nation, service to the people, and national development, and that serving the people and making India a developed nation is the core objective of these offices, making their role extremely important in fulfilling this resolve, and therefore, on the occasion of the bhoomi pujan of the office today, he extended his heartfelt congratulations to everyone.


 

The Union Minister asserted that our MP Shri Anurag Thakur asked whether the office will be built first or the government and that the party and the workers must understand that both need to develop in a time-bound manner. Last time, this timeliness was maintained, so there is no need for us to worry about it. Over the past 11 years, the politics of India has completely changed. Eleven years ago, under the Congress-led UPA government, the government was said to be formed through everyone, but in reality, it often became confined to the interests of a single caste, class, religion, or family. Blessings were taken from everyone, but power remained for a particular group. Hon'ble Prime Minister Shri Narendra Modi Ji changed the culture of politics in the country, and it is our good fortune that in independent India we are working to serve the nation and move towards the goal of a developed India under a new culture. Therefore, trust is placed in our governments again and again, and the question of anti-incumbency does not arise; rather, there is pro-incumbency. The reason for this is that under the leadership of the successful Prime Minister Shri Narendra Modi Ji, governments work for the people and serve them. This is the first time that the Prime Minister has been seen as a Pradhan Sevak. Now the government does not walk only on Rajpath but on Kartavyapath. The Secretariat is not merely a word but a symbol of duty and values, which creates a sense of commitment and responsibility. Under the leadership of Hon'ble Prime Minister Shri Narendra Modi Ji, a responsible, accountable, and responsive government was formed. This government goes before the public with a report card, presents the work it has done, and clearly says that what was said has been done, and even what was not said has also been completed. This is the goal and commitment of the government.


 

Shri Nadda stated that the old politics was based on casteism, appeasement, and favoritism. This politics of the UPA was about running governance by dividing society, whereas our politics is accountable and the government is answerable to the people. In last year's elections in Maharashtra, in Haryana, and in other states as well, political pundits and the opposition had made predictions, but the people showed a different way of thinking. In Haryana, when the BJP presented new promises and a manifesto, journalists showed indifference and mocked it, but the results proved that the people want a responsible government under the leadership of Hon'ble Prime Minister Shri Narendra Modi Ji. In Haryana, the Congress party relied on its old methods; Bhupinder Singh Hooda had even made arrangements for laddoos and horse carriages. In contrast, the BJP stayed among the people, and that is why the BJP won. After Haryana, the BJP won in Maharashtra as well, and this was possible because the BJP fought the elections among the people, while Congress was fighting elections from hotel rooms. When it was Bihar's turn, the people there too delivered a historic victory, which is a symbol of the people's commitment to the leadership of Hon'ble Prime Minister Shri Narendra Modi Ji and the good governance of Chief Minister Shri Nitish Kumar. The BJP's mantra is Sabka Saath, Sabka Vikas, Sabka Vishwas, and Sabka Prayas, and this mantra is the fundamental basis of the success of our governments, and with this, we will move forward.


 

The BJP National President remarked that it is a matter of pride for us that today most political parties in the country are driven only by the lust for power. They can go to any extent to gain power because their ideological foundation has weakened. The position of the Congress party is completely clear; Congress has tried everything, left and right, up and down. Today, no other party has a clear ideology. But the Bharatiya Janata Party is identified as a party based on ideology and has remained fully committed to its ideas. That is why in 1952, Shyama Prasad Mukherjee had said against Article 370 that in one country there cannot be two flags, two constitutions, and two heads, and this slogan was not abandoned for five generations. On 6 August 2019, under the leadership of Hon'ble Prime Minister Shri Narendra Modi Ji and with the strategy of Union Home Minister Shri Amit Shah, Article 370 was abrogated in Parliament. In 1989, at Palampur, the BJP took a resolve to pave the way for the Ram Temple; for this, the party faced opposition and its leaders even went to jail, but patience was not lost. Under the law and rules, and with the consent of 140 crore countrymen, this goal was achieved. In January 2024, Hon'ble Prime Minister Shri Narendra Modi Ji performed the consecration of the grand Ram Temple. Similarly, this year a target of ₹890 crore has been set for the construction of the temple of Maa Janaki in Sitamarhi. This is not merely temple construction, but a symbol of taking forward the path of our ideology and values.


 

Shri Nadda highlighted that we resolved to reform the Waqf Board because the earlier structure was not right not only for the country but also in the interest of Muslim brothers. Under appeasement politics, the issues of Muslim brothers were being wrongly pursued. By changing the rules and laws of the Waqf Board, we made it in favour of Muslim brothers and for their service. On the issue of triple talaq, the Congress never spoke. Our Muslim sisters were facing difficulties and hardships, and their voices were not being raised. After the court's decision, triple talaq was abolished. Triple talaq does not exist in Pakistan, Bangladesh, Indonesia, Syria, Iran, and other Muslim-majority countries; it was practiced only in secular India. Under the leadership of Hon'ble Prime Minister Shri Narendra Modi Ji, it was abolished and freedom was given to Muslim sisters. The BJP is an ideology-based party and does not compromise in any manner against the national interest. At present, debates are underway in the Lok Sabha and Rajya Sabha on the completion of 150 years of Vande Mataram, and it was stated in Parliament how the Congress party had reduced Vande Mataram to only two stanzas; this was the reason that in 1947 the Congress party carried out the act of giving India a divided independence, thereby weakening the spirit of patriotism. But we belong to that soil which practices politics not for compromise, but to take the country forward.


 

The Union Minister highlighted that the BJP is a mass-based party and today is the largest political party in the country. At present, there are governments in 20 states, of which 13 states have BJP governments and seven states have NDA governments. In the coming time, the BJP will also form a government in West Bengal. The land through which the Ganga flows to Bengal will also certainly witness change. Similarly, in Tamil Nadu, an NDA government will be formed in a planned manner; in Puducherry, an NDA government will be formed again; the party will perform better in Kerala and will move forward strongly in Assam as well. Today, the BJP has 240 members in the Lok Sabha and 103 members in the Rajya Sabha. In Gujarat, the BJP government has been formed six times, in Madhya Pradesh, the government has been formed continuously four times. Governments have been formed again in Bihar, Uttar Pradesh, Maharashtra, Tripura, Goa, Uttarakhand, Manipur, and Assam. In Haryana, the government has been formed for the third time. The BJP is not only a mass-based party but also a cadre-based party. The party has about 14 crore members, and this membership has not been taken merely on the basis of a missed call but with full address and details. Workers have actively contributed at more than six lakh booths. Under the leadership of the successful Prime Minister Shri Narendra Modi Ji, it is a duty-bound, worker-based party that is strong at all three levels—ideology, mass base, and organization. The Communist Party of China, considered the largest communist party in the world, has a membership of about eight crore, whereas the BJP has a membership of 14 crore. This in itself is a historic achievement that no one has been able to match so far. Therefore, in the year 2025, it is the good fortune of all of us that we are witnessing the golden era of the Bharatiya Janata Party and are serving the nation by being part of this historic journey.


 

Shri Nadda asserted that his colleagues have repeatedly placed before the people what the condition of the country was 11 years ago. At that time, India was placed in the category of a fragile economy and was globally identified as a weak economy. Today, the situation has completely changed. India has become the world's fourth-largest economy and is rapidly moving towards becoming the third-largest economy. Today, even the World Bank acknowledges that despite the global slowdown, India's economy remains strong. India has reached second place in the world in steel production. In the field of connectivity, there has been unprecedented growth in the highway network. Internet connectivity has reached every village and internet traffic has increased fourfold. These are all concrete means of development that need to be understood. The Congress party used to say in 2014–15 that India was an illiterate country and digital transactions were not possible here. In Parliament, questions were raised on linking Aadhaar cards and on the digital framework. But today, the situation is such that India alone accounts for nearly 50 percent of real-time digital transactions in the world. This is the changed India that the country has witnessed under the leadership of Hon'ble Prime Minister Shri Narendra Modi Ji. Earlier, the country had only 74 airports, whereas today this number has increased to more than 160. It is necessary to remember the time of darkness, because only then does one understand the true value of light. Ten years ago, the mobile phones people held had "Made in China," "Made in Taiwan," "Made in Indonesia," or "Made in Japan" written on them, whereas today those same mobile phones are marked "Made in India." Today, more than 99.2 percent of mobile phones in India are being manufactured within the country, which is a strong identity of Atmanirbhar Bharat. This picture of the country has been presented so that development can be understood in a holistic manner.


 

Shri Nadda clarified that under the leadership of Hon'ble Prime Minister Shri Narendra Modi Ji, through the Pradhan Mantri Garib Kalyan Yojana, about 25 crore people in the country have risen above the poverty line, including around 18 lakh people from Himachal Pradesh who have benefited from this scheme. Schemes such as the Pradhan Mantri Kisan Samman Nidhi and Ayushman Bharat have brought major changes in the lives of ordinary citizens. Giving the example of the Ayushman Bharat scheme, Shri Nadda stated that 10–20 years ago, if someone in a family suffered from a serious illness like cancer, people had to plead before the Chief Minister or the Prime Minister. Today, Hon'ble Prime Minister Shri Narendra Modi Ji has provided health coverage of up to ₹5 lakh per year to about 65 crore people in the country, making treatment for serious diseases possible. Through the Swachhata Abhiyan, Izzat Ghar, and other welfare schemes, the government has worked to improve the dignity, health, and standard of living of ordinary citizens, and all of this together presents the true picture of the country's development.


 

The BJP National President remarked that whether it is Himachal Pradesh or the entire country, today the picture of the nation and the world have changed. Despite this, attempts are repeatedly made to spread the misconception that the Central government has not taken care of Himachal Pradesh. Shri Nadda asked Chief Minister Sukhvinder Singh what exactly it is that the Centre has not done for Himachal Pradesh and in which head funds were not provided, asking that this be clarified. But the truth is that people are being deliberately misled, whereas the reality is completely the opposite and can be proven with data. The funds given by the Central government to Himachal Pradesh were misused on a large scale; the money was not properly utilized for the purposes for which it was given, and most importantly, there was massive corruption. In 2023, on 10 July, he himself stood near the broken National Highway in Mandi and announced that ₹180.40 crore was being given to Himachal Pradesh by the Government of India and Hon'ble Prime Minister Shri Narendra Modi Ji. Thereafter, ₹180.40 crore was again given on 14 July 2023, ₹400 crore on 1 August 2023, ₹179 crore on 7 August 2023, ₹200 crore on 20 August 2023, and ₹633 crore on 12 December 2023. In addition, ₹600 crore was also provided on 18 June 2025. Overall, Himachal Pradesh has been given assistance of more than ₹3,789 crore. Despite this, the innocent people of Himachal Pradesh are being misled by saying that the Centre has given nothing. The truth is that Himachal Pradesh has always been a priority for Hon'ble Prime Minister Shri Narendra Modi Ji. The question is where the money that was given was utilised. Is the money given for house construction visible on the ground? Were road repairs carried out to the level they should have been? Only for Shimla and Dharamshala, ₹1,100.88 crore was given, and with this amount, the picture of these cities should have completely changed, but it did not happen. Apart from this, separate funds were given for the development of 75 Vibrant Villages of Himachal Pradesh. In the field of rail connectivity too, unprecedented work has been done. Under the leadership of Hon'ble Prime Minister Shri Narendra Modi Ji, the Vande Bharat train was run from Amb-Andora to New Delhi. The Mandi and Raipur regions were connected to the rail network. Shimla, Baijnath–Paprola, and Palampur have been included under the Amrit Bharat Station Scheme, and these railway stations will be no less than airports in terms of facilities. The Central government provided full support to Himachal Pradesh, but the state government did not utilize that money properly. The truth lies in the data and is before the people.


 

Shri Nadda asserted that if the budget is discussed, today income up to ₹12 lakh has been exempted from income tax. As a result, more than one and a half lakh people living in Himachal Pradesh have directly become tax-free, including those working in government jobs. It was recently discussed that the Central government has provided funds for Chamba Medical College, Nahan Medical College, Hamirpur Medical College, Mandi Medical College, the Mother and Child Centre at Ghumarwin, the Mother and Child Centre at Nurpur, Bajrang Hospital at Sundernagar, the Cancer Care Centre at Mandi, and the new super specialty block built at IGMC in Shimla. An Indian Institute of Information Technology is being built in Una in Himachal Pradesh, the Indian Institute of Management has been established, and the Central Institute for Petrochemical Engineering and Technology has been opened. A Hydro Engineering College is functioning in Bilaspur, and the All India Institute of Medical Sciences there is fully ready and operational, which has firmly placed Himachal Pradesh on the medical map of the country. Work on the four-lane road from Shimla to Dharamshala is underway. A Medical Device Park has been opened in Nalagarh and a drug testing facility has also been established. Under the leadership of Hon'ble Prime Minister Shri Narendra Modi Ji, development in every sector has continuously been linked with Himachal Pradesh. Shri Nadda told journalists to verify the facts, stating that there has never been any shortage of funds; whenever the state government asked, the Centre gave, and whenever it asks in the future, it will be given. However, he also expressed the expectation that at least the Congress government in the state should not show ingratitude and that if cooperation has been received and development has taken place, there should also be the courage to acknowledge it.


 

The Union Minister remarked that we are working for the people of Himachal Pradesh and view it not as a favour but as our duty and responsibility. It is not right that someone else does the work and someone else takes the credit for it. Under special assistance, more than ₹2,381 crore has been given to Himachal Pradesh for capital investment in the year 2024–25. In addition, assistance of about ₹2,150 crore has been provided for reconstruction under externally aided projects. All this amount has been made available in recent times. Shri Nadda said that he remembers that Chief Minister Sukhvinder Singh had come to meet him, possibly in the month of May, when he had requested approval of funds from the Japan International Cooperation Agency (JICA) by the Government of India. Due to the intervention of Hon'ble Prime Minister Shri Narendra Modi Ji and the active role of Finance Minister Smt. Nirmala Sitharaman, an amount of about ₹1,442 crore under JICA was approved for Himachal Pradesh within just one month. Of the assistance received from Japan, more than 90 percent of the responsibility is borne by the Government of India. The state government prepares the schemes, but the resources and approvals come from the Central government. Despite this, saying that no work has been done is completely wrong. Funds were sought for medical colleges in Hamirpur, Nahan, Nerchowk in Mandi, Tanda, Chamba, and Shimla. Assistance was also sought from the Centre for cancer hospitals, CT scans, and other modern medical facilities, and funds were provided as per every requirement. Whatever was asked for the development of Himachal Pradesh, funds were given for it, and there will be no shortage of cooperation in the future as well.


 

Shri Nadda stated that he wants to clarify the situation through some concrete facts and figures so that journalist colleagues can also understand how the government is functioning. In the year 2022, funds were given to Himachal Pradesh under the Prime Minister Ayushman Bharat Health Infrastructure Mission. Approval was given for building 14 critical care blocks, but not a single block has been built till date. Similarly, money was given for 12 integrated public health units, but not a single unit is visible on the ground. Funds were also given for 73 block primary health units, but the situation there is the same. Under the 15th Finance Commission, Himachal Pradesh was given ₹521 crore, while this period is nearing completion and so far, only about 50 percent of the amount has been spent. Can such a government be called a working government, and should such a government be allowed to continue? ₹1,000 crore was given for the bulk drug pharma park, but the state government has spent only ₹52 crore so far and has not even released ₹225 crore. ₹100 crore was given for the medical device park and ₹30 crore was sent as the first installment, but the state government returned the money, saying that it does not want to take this project forward. Is such a government working in the interest of the public? This is a complete example of total mismanagement. The condition of the state treasury is such that it opens occasionally and remains closed most of the time. In such a situation, talks of system change are being made, whereas their definition of system change is like taking the system towards disorder. The administrative situation in the state is also extremely worrying. The Chief Secretary is holding additional charge; the DGP is also holding additional charge. The Chief Minister does not communicate with his ministers. When there is no mutual communication within the government itself, how will there be communication with the public and concern for them? Such a situation has neither been heard of nor seen before.


 

BJP National President Shri Jagat Prakash Nadda stated that Himachal Pradesh has always been counted among the well-managed and well-governed states of the country, but today a situation of mismanagement is gradually emerging here. Over the past three years, Chief Minister Sukhvinder Singh Sukhu has not been able to say that he has sent even a single major project to the Government of India for approval, nor has the state government brought forward any concrete project. The state government still has nearly two years remaining, and even now, if any project is brought forward, it will receive the full blessings of Hon'ble Prime Minister Shri Narendra Modi Ji. The Bharatiya Janata Party is not opposed to any development proposal, but the initiative must come from the state government. Politics is done by recognizing the time and situation. Today, Himachal Pradesh once again needs a double-engine government so that the funds and resources being provided by the Government of India are actually visible on the ground, instead of remaining entangled only in allegations and counter-allegations. In the coming time, a new story of development must be written in Himachal Pradesh, and this is possible only when the Bharatiya Janata Party works with full strength under the leadership of Hon'ble Prime Minister Shri Narendra Modi Ji. With the cooperation of BJP workers, no effort will be spared in making Himachal Pradesh a developed state. Shri Nadda called upon the workers to discuss this issue in their villages, towns, and regions: that on one hand, Hon'ble Prime Minister Shri Narendra Modi Ji is fully prepared to shower Himachal Pradesh with his blessings, while on the other hand, the Congress party, even after receiving those blessings, is unable to use them in the right direction. The time is for change, and not only for system change, but also for a change of government in Himachal Pradesh.
