Meeting for Shimla Planning Area under AMRUT held

SHIMLA----    An Introductory Meeting cum Sensitization Workshop was held on GIS-based Development Plan Formulation for Shimla Planning Area under AMRUT (Atal Mission for Rejuvenation and Urban Transformation) here today.

            Director Town & Country Planning (TCP) Shri Rajeshwar Goel said that Shimla and Kullu Cities have been included under AMRUT Mission, Dharmshala and Shimla under Smart City Mission while Aut, Hinner and Sangla-Kamru under Rural Mission by the Government of India. He said that TCP Department has been made nodal agency for preparation of GIS-based Master Plan for Shimla who would get this work done through private consultant M/s. MaRS Planning and Engineering Services, Ahmedabad who was Lowest Bidder (L1). He said that Award Letter was issued on 11th October, 2017 while the Contract Agreement was signed on 4th January, 2018.

            Shri Goel said that Himachal is among top six states in the country who have submitted demarcation report to National Remote Sensing Centre (NRSE) Hyderabad who will prepare base map for Shimla City which would be ready in a month period. He urged the concerned Departments to submit their inputs such as underground laying of electricity, water-sewerage lines etc. in a duct within one month time as a time line of 15 months has been given for formulation of GIS-based Development Plan for Shimla. He also urged to depute a nodal officer for this work in all concerned departments in order to facilitate and speed up the work. He said that Shimla City has been included in AMRUT and Smart City Mission so there was a need of convergence.

            State Town Planner (TCP) Er. Sundeep Sharma said that Shimla and Kullu Cities were among the 500 cities selected under AMRUT. He said that under this mission infrastructure would be created to provide basic services to households   and build amenities. He said that the infrastructure would lead to provision of better services to people and improve quality of life of all citizens. He said that thrust areas would be water supply, sewerage facilities and septage managements, storm water drains, pedestrian, non-motorized and public transport facilities including parking spaces. He said that it would enhanced amenity value of cities by creating and upgrading green spaces, parks, recreation centers, especially for children.

            Town and Country Planner Shimla Smt. Anjali Sharma said that Shimla Planning Area was constituted in November 1977 and Interim Development Plan (IDP) was notified in 1979. She said that Shimla Development Authority (SDA) was constituted in 1983 for implementation IDP and about 34 amendments have been carried out in IDP so far. She said that Shimla Planning Area under AMRUT Mission includes Municipal Corporation Shimla, Kufri Special Area, Shoghi Special Area, Ghanahatti Special Area and Additional Planning Area having aggregate 22,450 hectares area and population of 2,32,900 as per 2011 census. 

            Project Director MaRS Company Pvt. Ltd. gave a presentation on GIS based Development Plan Formulation for Shimla under AMRUT. He urged all the concerned departments to provide and share their relevant and update data  to prepare development plan within stipulated time.
