Forest Minister meets Governor regarding allotment of Nautor Land

SHIMLA---------- Thakur Singh Bharmouri, Forest Minister, Shri Jagat Singh Negi, Deputy Speaker, H.P.Vidhan Sabha and Shri Ravi Thakur, MLA Lahaul & Spiti and Vice-Chairman, National Commission for ST met Acharya Devvrat, Governor at Raj Bhawan today.

            The Forest Minister said that Governor was the custodian of State of Himachal Pradesh and requested for approval regarding non-applicability of Forest Conservation Act (FCA), 1980 in Scheduled Areas of Himachal Pradesh for the purpose of allotment of Nautor Lands as well as for other developmental works involving diversion of forest lands. 

            He apprised the Governor that under Schedule-5 appended to the Constitution of India, the respective Governor has special powers to amend, modify or suspend a particular Act in the Schedule Areas. He said that a notification regarding suspension of FCA for the purpose of granting Nautor Lands contained certain conditions, has been issued earlier during July, 2014. It reveals that because of these conditions the cases of Nautor Lands could not be processed. It again reveals that under provisions made in the Schedule-5 appended to the Constitution of India, the Governor has been empowered to waive off the same.  The State Cabinet has also recommended the proposal for suspension of FCA, 1980 as the developmental works require forest clearance under this Act and it causes lot of delay.
