Resentment among residents of HIMUDA colonies over exorbitant hike in maintenance charges

SHIMLA:  There is a great deal of resentment among residents living in
residential colonies of HIMUDA (Himachal Pradesh Housing and Urban
Development Authority) over the proposed hike in maintenance charges.

The Residents Welfare Associations (RWAs) have deplored HIMUDA for
unwarranted and unreasonable increase made in maintenance charges.

Rakkar Colony Una RWA (Resident Welfare Association) spokesman Naresh
Kumar Sharma said that residents of residential colonies are peeved
with the decision of HIMUDA to increase rate of maintenance charges
from Rs. 10 per square metre to Rs. 30 per square. The residents aver
that increase is highly unjustified.

Not only this, the residents of residential  colonies pointed out that
HIMUDA takes its decision in arbitrary manner  in regarding to
increasing charges for maintenance and water without issuing proper
public notice in contravention of standard rules and norms tantamount
to acting in unduly capricious manner.

The residents also stressed upon that even the present rate of Rs. 10
per square metre pertaining to maintenance charges is far higher and
exorbitant as compared to similar charges charged by GMADA, PUDA,
HUDA, DDA and other housing authorities.

In fact, there are not maintenance charges imposed by PUDA on
residents owing plots. Similar is the case with DDA which also charges
nothing in terms of maintenance of roads, sewerage, street lights and
so on.

RWA spokesman Naresh Kumar Sharma said that In Mohali (Punjab), one
had to pay annual charges of Rs. 601/ per annum in the form of
property tax as maintenance of 250 square metres plot and whereas in
the case of residential colonies of HIMUDA, house owners of similar
plot are being forced to pay Rs. 2500/ per annum as per existing rate
of Rs. 10 per metre which is five times more.

They said the hike of Rs. 30 per square metre would push the charges
upto Rs. 7500/per annum which is absolutely imprudent and irrational.
Moreover, the fact of the matter is HIMUDA is spending only 10 per
cent of the amount collected on basic maintenance of residential
colonies.  The residents also demanded that maintenance of colonies
should be handed over to local bodies.

However, Sharma said that Himachal Pradesh Minister of Housing, Urban
Development and Town & Country Planning, Sudhir Shama when apprised
about undue hike in maintenance charges, the minister categorically
assured residents of residential colonies that HIMUDA would withdraw
the hike made in maintenance charges.
