SHIMLA----Himachal Chief Minister Virbhadra Singh while addressing a massive gathering on the occasion of Rihali Fair dedicated to Mata Kamaksha at Samber on borderline of Devgarh and Kiar Panchayats of Theog and Kotkhai assembly segments respectively of Shimla district said that fairs and festivals were inseparable part of the lives of the people of the State and we need to preserve our ancient culture, customs, art and language. He said that Himachal was adobe of God and Goddesses and the entire life of the hill people revolve around their deities. Referring to the strides the State has made in education sector, the Chief Minister said that today there were around 18500 schools besides 91 colleges in the State. There was a time when there were only 288 kilometers of road in the State which today stand at around 34,500 kilometers, he added. Shri Virbhadra Singh exhorted the students to study in schools and colleges in their own areas instead of running towards the cities and creating extra financial burden on their parents. "There has been a trend now-days that students were running towards small towns and cities for basic education irrespective of the fact that several quality government educational institutions were functioning in all rural and far flung areas of the State" he said. Today reputed institutes likes Indian Institute of Management was being opened in Sirmaur, IIIT at Una, IIT at Mandi and similar institutions within the state itself to fulfill educational needs of the students of the state. Chief Minister also appealed to the youth to take over cultivation of off-season vegetables, adopt floriculture as means of livelihood. Today many people in our state were growing off-season vegetables and were making handsome earnings. As the jobs in government sector were limited the youth should look for self-employment opportunities, he said. Shri Virbhadra Singh said that the State government was committed to complete the upgradation work on Theog-Hatkoti-Rohru road and regularly monitoring progress in the work. He said that the work has been divided in two phases between Theog to Kharapathar and from Kharapathar to Rohru for its effective execution. He said 1.80 crore apple boxes had been transported till date and as no such hindrance was created due to bad shape of the road. He said that the work on the this road was started during the BJP regime and the BJP didn't co-operated with Chinese firm and for many other reasons for which the BJP was responsible, the Chinese company folded its work. It was wrong on the part of BJP to blame the Congress for the delay. It was the BJP which sold the Rs 26 crore Carton Factory at Gumma at throw away price of Rs 1.07 crore rather they should have expanded the factory. He said that the person to whom the factory was given was from Nagpur and the same person established his business there, assembled the same factory at Nagpur and was supplying the cartons to the people of the Sate during the apple season at higher prices. Chief Minister assured adequate assistance for renovating Kalahar temple provided it may be renovated in the traditional architecture. He directed to prepare the estimate of repair of the concerned temple. Shri Virbhadra Singh announced construction of Mela Jubbari (Samber) to Matrur Road. Chief Minister announced to include Thoda Dance in traditional rural games and said that competitions would be held as parallel to Kabaddi, Kho-Kho etc. He gave Rs. 10,000 to the teams performing Thodo Dance on the occasion. Irrigation and Public Health Minister, Smt. Vidya Stokes welcomed the Chief minister to her home segment. Speaking on the occasion she said that Lift Irrigation Supply Scheme Kiar Khud though was incorporated in the budget last year but few villages of the area viz: Nichla Virgarh, Nichla Kalahar, Namana, Matli, Nichla Kiar, Lohat, Jei Village were left out initially which would be included in the Scheme, thereby benefiting all the left out habitations. Smt. Stokes demanded construction of 9 Kilometres Jei-Raina via Dhano-Kalahar-Mata Kamaksha Road and urged to bring the same under NABARD. She also urged for early completion of Kiar-Kasho road being constructed under PMGSY and urged the people to speed up the process of gift deed in the name of PWD department for early completion of roads in the area. She also demanded upgrading of Kiar High School and Primary School Bandli. The Minister also urged for development and beautification of the Kamaksha Mata Mela ground. She thanked the Chief Minister for undertaking development works worth crores of Rupees in her constituency. Chief Parliamentary Secretary, Shri Rohit Thakur while speaking on the occasion felicitated the people of the area for celebrating the fair with full zeal and enthusiasm. He attributed development of the State to the successive Congress governments and thanked the Chief Minister for opening schools and colleges in rural and far flung areas of the State. Member Brahman Kalyan Board and Secretary Kamaksha Mata Temple Committee, Shri Prakash Sharma also welcomed the Chief Minister. Pradhan Mela Committee, Shri Suresh Chauhan also welcomed the Chief Minister on the occasion and placed the demands of the area before him. Traditional 'Thodo Dance' was the main attraction of the fair in which the local teams participated and showcased the skils of the game. Vice-Chairman, HPSIDC, Shri Atul Sharma, Chairman HIMUDA, Shri Yashwant Chajta, Member Zila Parishad, Ms. Asha Kanwar, Ex-Pradhan, Shri Raghuvir Singh Kanwar, Deputy Commissioner Shimla, Shri Dinesh Malhotra were also present on the occasion amongst others.
