SHIMLA---We want to make Himachal Pradesh an ideal investment destination by relaxing the norms under section 118 to set up industries and provide business friendly environment to the entrepreneurs said the Chief Minister in an interaction meet with Industries Association of Baddi-Barotiwala-Nalagarh (BBN) industrial belt late on Thursday evening.
He said that the State Government was committed to simplify the procedure for section 118 clearances for purchase of land for setting up the industries in the State besides offering various other incentives to the businessmen. He said that some old industries or land which the entrepreneurs want to get away with or want to sell out to pave the way for another unit to come up or want to leave, we will see that the process of transfer/sale from one company to other does not hamper the transfer and we will try to relax the norms and make a policy pertaining to this.
"I want to say this because of my experience that Industries were one of the major sectors which lead to the growth, employment and revenue generation thereby raising the economy of the people of the State" said Sh Virbhadra Singh. Besides, there were other sectors as poverty alleviation, education and health which require attention as well, he said.
He stressed for providing employment to the youth of the State adding that the government will not listen to the excuses of the industrialists pertaining to the educational and technical qualification of the people of the State. "The people of the State were highly qualified as evident from the different surveys conducted by National Agencies and the State have large number of Engineers and ITI trained youths and I hope they will suit your needs" said he. Besides, people of the State would be given added priority for employment keeping in view the interests of the Himachalis.
Since initial opening of industrial estate at Chambaghat in solan district, the industries expanded along with the passage of time and lengthened later to Baddi, Barotiwala, Nalagarh, Kala-amb, and now the government was keen to develop Una and Kangra as new industrial belts in the State.
"My Government has fulfilled all the commitments which were announced in my budget speech and notifications in respect to all the announcements made were issued not only those pertaining to Industry sector but the announcements made for other sectors has been hundred percent notified as well" he said, adding that whatever promises made in the budget should be executed well in time.
He stated that notification for increasing floor area ratio has been issued besides notification for reduction for change of land use charges had also
been issued. Underlining the need for setting /inviting up more units he said that so far as use of land was concerned, the multi storey units should be set up as this will help in conservation of land and will provide space for more industrial units to come up which will lead to expansion of Industrial units. He said that similar pattern should be adopted for construction of residential flats and vacant land should be beautifully mended, adding that more rest houses should be constructed.
Speaking on the reduced tariffs of electricity, the Chief Minister said that "I want to use every unit of power produced in the State to be utilized for the people of the State rather than selling it out". Electricity duty has been considerably reduced in case of existing as well as new industries, said he. New/ augmentation of Power sub stations and lines works are under progress and schedules to be commissioned by December 2015 for which a sum of Rs 50 crore would be spent.
He said that upgradation of distribution infrastructure works were in progress under RAPDRP scheme and were scheduled to be completed by December this year for which a provision of Rs 37 crore has been made.
He said that the Government would take adequate steps for strengthening the Baddi-Barotiwala-Nalagarh Development Authority (BBNDA) so as to provide more autonomy, accountability and authority to it. The BBNDA is a civic body and our government wants that it should work for the beautification of the area. Besides creating parks and playing areas, it should make a place worth habitable and attractive so as to create conducive environment. He said that one such Park will be named as Jawahar Lal Nehru Park which was to come up at Nalagarh old School campus and a Statue of Raja Surinder Singh would be erected there who had donated the land for school at that time.
He said that the proposal for connecting Baddi-Barotiwala with rail link was in final stage from Kalka to Baddi via Chandimandir and the State Government was following up the same. "I am informed that the survey has been done and finalized and the alignment of the track has been finalized too", said he.
The Chief Minster said that to solve the problem of shortage of staff of Himachal Pradesh State Electricity Board Ltd (HPSEBL) in BBN area 40 personnel of skilled and unskilled workers had already been provided in addition to the existing regular staff through outsourcing and 20 more personnel were being provided shortly to overcome the problem of Staff Shortage in BBN area.
Sh Virbhadra Singh directed the HPSEBL authorities to solve the issue relating to electricity distribution to the industrialists and provide electricity connections to them if possible technically.
The chief Minister also interacted with the industrialists and answered their queries and promised them that their genuine problems would be looked into.
He also distributed keys of the Working Men hostel which he inaugurated earlier on Thursday to the stakeholders as out of 100 rooms 40 were taken over by few business houses for their workers.
The Chief Minister also directed the PWD authorities to maintain and improve the condition of the Barotiwala-Parwanoo Road via Gunai as the total length of the road was approximately 34 kilometers and merely 2.6 kilometers was double lane. He also asked to improve the approach of Barotiwala –Parwanoo via Kalka road as out of total length of 16 kilometers seven kilometers was in Himachal and remaining nine kilometers in Haryana. He said that the two double lane bridges on the road have been completed in the year 2012 and were in Himachal but one bridge was in Haryana awaiting construction. If constructed it will be all weather road connecting Parwanoo via Kalka and will facilitate the industrialists.
Earlier, the Chief Minister chaired the review meeting of the BBNDA in Which besides Industries Minister, Mukesh Agnihotri, Social Justice and Empower Minister, Col Dr. Dhani Ram Shandil, Chief Secretary P Mitra, Additional Chief Secretary, VC Pharka, Principal Secretary, Industries RD Dhiman, Secretary GAD Bharat Khera , Member Secretray Pollution Control Board, Vineet Kumar, Representatives of Confederation of Indian Industries (CII), Pharma Industry and other industrialists from big business houses were present on the occasion.
Chief Minister directed the CEO, BBNDA, Sh Madan Chauhan to take up the issue of Income Tax levied on BBNDA through some expert lawyer as BBNDA was alike a civic body which works for the development of the area and the money coming from the State ex-chequer for carrying out development works can't be taxed. He also enquired about the ongoing development works undertaken by BBNDA.
