High Court of H.P. has issued notice to the Chief Secretary

SHIMLA------  The High Court of H.P. has issued notice to the Chief Secretary, Principal Secretary (Education), Pr. Secretary (Public Works), Secretary (Finance), Director (Higher Education), D.C., Bilaspur, Dy. Director of Higher Education, Bilaspur, Principal, Govt. Degree College, Jhandutta on the issue of lack of basic facilities for the students of Govt. Degree College, Jhandutta .

            A Division Bench comprising Acting Chief Justice Mansoor Ahmad Mir and Justice Tarlok Singh Chauhan passed these orders on a petition taken up suo moto by the Court as Public Interest Litigation on a letter written to the Chief Justice by 108 students of the College.

            It was alleged in the letter written to the Chief Justice, mostly by girl students of the College, that the college lacked basic facilities for students viz. a proper building and toilet etc. It said that the College was opened in June 2007 in two rooms of the Senior Secondary School, Jhandutta. The stone of the new building was laid in September 2008 by the then Chief Minister, but since then the construction of College building is incomplete. The College is still running in 2 rooms of the School, 2 rooms of the BRC building and three rooms hired by the PTA on rent along the thoroughfare. There is no toilet for the students and they have to go to the School's toilet, to which the School authorities sometimes object. Thus the students are being deprived of the most basic facilities even as they are paying highest PTA fund in the entire State. They have requested the State govt. many times to address the issue, but to no avail.

The Court directed the respondents to file a detailed reply alongwith the present status and steps required to be taken with time frame by or before August 4, when the matter will again be listed.
