Himachal CM in Passing Out Parade at Daroh in Kangra on Saturday

PALAMPUR---Prem Kumar Dhumal, Chief Minister, was driven in an open jeep to inspect the passing out parade of nine Probationer Deputy Superintendent of police and 46 Probationer Sub Inspectors of Himachal Pradesh Police at the Police Training College, Daroh, near Palampur, in district Kangra, as he took salute from an impressive march-past of the probationer trainees led by Shri Puneet Raghu, Deputy Superintendent of Police.

Addressing the probationers, Chief Minister announced raising of Special Industrial Force in the State on the anology of Central Industrial security Force with brass and pipe band. He said that the new force would be equipped to deal with any industrial security requirements and cater to the best law and order duties in the industrial areas. He also announced raise in the honorarium of guest faculty at par with HIPPA where internal faculty would get Rs. 400 and outside faculty to get Rs. 500. He announced Rs. 10 lakh for equipping and furnishing the new gynasium in the PTC complex. He said that the Police needed to exercise restrain in difficult positions and deal with law and order cases very cautiously to the satisfaction of the general public.

Chief Minister said that one more 6th IRB had been sanctioned for the state and would be established at Kolar in district Sirmour while training for the other two 4th and 5th IRB was in progress. He said that recruitment for the 6th Battalion would be carried soon. He said that 1,190 police personnel had been promoted in State Police while 92 gazetted officers had also been trained and 96 promoted as gazetted officers in the State. He said that nine DSPs and 545 constables had been trained during year 2009 and 428 women constables were under training in the college.

Prof. Dhumal said that 260 housing units would be constructed in the State in the near future while 425 new housing units added to house the police personnels. He said that Rs. 28 crore had been spent over modernization of the police providing additional strength to their fleet strength which had now been raised to 892 all over the State. He said that one company was undergoing commando course at Bahadurgarh in Punjab which was likely to be completed by the middle of this month. He said that quick reaction team had also been constituted to meet any emergency and two special task forces had also been created for stationing at Shimla and Dharamshala.

Chief Minister congratulated the passing out directly recruited probationers for successfully completing their training in the PTC Daroh and hoped that they were now fully equipped to meet any exigency coming their way in performing their duties.

Prof. Dhumal awarded Sword of Honour with All Round Indoor First Prize to Probationer DSP Shri Amit Sharma, and Outdoor First to Shri Puneet Raghu, DSP. Probationer SI Shri Ajay Kumar of 4th IRB Jungleberi was awarded All Round First while Baton for Best Probationary Sub-Inspector was given for the First time to Probationer SI Shri Sanjeev Kumar, 4th IRB Jungleberi, for Indoor First Position. Probationer Dinesh Kumar of 2nd IRB, Sakoh, Outdoor First and PSI Tilak Raj of 1st IRB Bangarh for Range Classification. He also presented gifts to the children of Children Home. He decorated one of the probationer with a star to begin the decoration of the probationers by their relatives.

Later, Chief Minister dedicated Multi purpose Hall at PTC Daroh, completed at a cost of Rs. 93 lakhs to the trainees of the College and laid foundation stone of Barrack for 60 lady trainees estimated at a cost Rs. 1.65 crore. He also dedicated the self-constructed Sahyog Bhawan, Parishram Avam Niswarth Bhawan to the trainees of the college.
G.S.Gill, Director General of Police, welcomed the Chief Minister, and detailed out training schedule of the passing out probationers. He said that the probationers had also been provided training by attachment with the forces deployed at Chamba borders with CRPF personnel. He said that PTC was restructuring the training schedule to make the same keeping in view the emerging training demands for perfect law and order maintenance. He said the modernization of the Training College was in progress and better training aids being made available to the trainees. He said that 3,136 trainees had been trained during past year while 2,085 had been trained in the first quarter.

Shri G.D.Bhargava, Deputy Inspector General of Police and Principal of the College read out the training report of the College after he administered pledge of dedication towards duty to trainee probationers. He said that 350 policemen were given promotion training while 560 others were also trained by the college. He said that water sports had also been added to training schedule of the probationers. He said that so far college had trained 17,822 police personnel since the inception of the college.

A variety cultural programme was also presented by the children of Bal Ashram.

Shri Ravinder Ravi, IPH Minister, Shri Kishan Kapoor, Industries Minister, Shri Ramesh Dhwala, Food, Civil Supplies and Consumer Affairs Minister, Shri Vipan Parmar, Shri Parveen Sharma, MLAs, Shri Rakesh Pathania, Shri Trilok Kapoor, Chairman, Woolfed, Dr. D.S.Manhas, Director General of Police, Shri I.D.Bhandari, Additional Director General of Police CID, Shri P.S.Thakur, DIG, Northern Range, Shri R.S.Gupta, DC, Dr. ATul Fulzele, SP, other senior officers and prominent people of the area were present on the occasion.
